SCAF Plays the Victim to Isolate Protesters

Magdy Samaan December 19, 2011http://www.acus.org/egyptsource/scaf-plays-victim-isolate-protestersWhen the Libyan, Syrian and Yemeni armies were repressing the revolts of their people by force, the Egyptian army was boasting that it sided with the people and toppled their leader. However, the latest round of clashes in Cairo, which had resulted in 11 casualties and over 300 injuries by December 19, demonstrate that the armed forces are no longer protecting the people and are now engaged in a lethal campaign to suppress protesters calling for an end to military rule. The cruelty shown by military forces over the last few days – ruthlessly beating unarmed protesters and stripping them of their clothes -- exceeds the brutality of Hosni Mubarak’s former regime.The shocking images of army officers – wearing regular military uniforms and equipped with anti-riot gear -- beating and firing at demonstrators and stripping women in plain public view – is an escalation of the SCAF’s iron-fisted approach to protests, which has been on display for months. This trend became increasingly apparent with the Maspero incidents on October 9, when 28 Coptic protesters were crushed to death by military vehicles and killed by live ammunition. The SCAF’s crackdown escalated again on November 19, when 42 protesters were killed and over 2000 injured – many of them blinded – by rubber bullets in Mohammed Mahmoud Street.Rather than claim responsibility for its mishandling of the recent violence, the SCAF has consistently blamed the clashes on protesters. In a press conference on December 19, SCAF member Major General Adel Emara claimed that previous incidents in October and November were part of a “systematic plan to bring down Egypt.” General Emara used the same logic applied by Syrian President Bashar al-Assad, who denied responsibility for the deaths of thousands of Syrian protesters, and that of former Libyan leader Moammar Qaddafi, who tried to delegitimize protesters by portraying them as foreign agents and mercenaries. General Emara tried to draw a false distinction between the youth who led the January 25 Revolution and the youth currently clashing with the military, claiming that the later is not representative of the Egyptian people and is motivated by subversive elements and foreign agendas. Once again, the SCAF is determined to portray itself as a victim rather than the perpetrator of violence. Throughout Emara’s press conference, Twitter was buzzing with sarcastic and angry reactions from the youth of the revolution.Emara’s statements echo the language one might expect to hear from thugs and bullies harassing a weakling. Protesters are demanding that the SCAF be held accountable for its crimes, but there are few means for legal recourse when the accused perpetrator is running the political system.All along, the SCAF has been trying to win sympathy by playing the victim card. Despite a huge volume of video footage documenting the crackdown on Twitter and Youtube, the SCAF is selectively using images of the clashes to portray protesters as violent vandals. General Emara pointed to a picture of children throwing bricks and Molotov cocktails at burning government buildings along with confessions of children and adolescents – possibly given under duress – claiming that they were paid to destroy public property. The SCAF is spewing this propaganda as evidence to support its claim that “hidden fingers” and “systematic schemes” are working to undermine the transition.While General Emara was making his announcement, the Middle East News Agency broadcast statements by an anonymous official source who claimed that “the involvement of former party and parliamentary figures, businessmen, and political activists in the recent incidents in Egypt, including those at the cabinet, could lead to a ‘Syria’ scenario by transforming the power struggle into a clash between the army and the people.”Some analysts fear that the army’s confrontation with protesters in Tahrir Square could bring about a crisis resembling Syria’s if protesters refuse to except the military’s roadmap and timeline for transition. Others consider the situation in Egypt different from that in Syria because the Egyptian people toppled the president while Assad still clings to power. One of the activists tweeted describing the situation in Egypt: “The army sacrificed Mubarak to save the regime and killed the revolution.” As the protesters know, the SCAF has been able to retain power because of the military establishment’s vast resources and institutional infrastructure – much like Syria’s – which make regime change extremely difficult. In Libya, where Qaddafi’s patronage network and constituency was not as broad as in Syria or Egypt, protesters were finally able to unravel the regime.Even though the army announced a timetable to transfer power to civilians by the end of June 2012, mistrust and apprehension about the SCAF’s true intensions is rising. There Is a growing sense among activists that the SCAF is trying to isolate the political forces by dragging them into violent confrontations and taking advantage of the average citizen’s fatigue with continued protests and insecurity to justify restrictions on expression and the right to protest. Nearly one year after the revolution, the Egyptian public is becoming increasingly frustrated with continued insecurity and there is widespread concern that the country is on the brink of a dangerous political firestorm and economic crisis.

الانتخابات البرلمانية في مصر: لا شيء يوحي إلى ثورتها

مجدي سمعانمنتدى فكرة 6 ديسمبر 2011تشبه أول انتخابات برلمانية تشهدها مصر عقب ثورة يناير وضع خمرا جديدا في إناء قديم، فالشعب عاد بقوة للمشاركة السياسية لكن الأحزاب المشاركة لم تتخلى عن أساليب الانتخابات التي إعتادت عليها. وكشفت الانتخابات أن القوى الثورية لازالت أقلية، وأنه بالرغم من المشاركة غير المسبوقة للمواطنين والتي بلغت 52% فإن شيئا لم يتغير فيما يتعلق بالاستخفاف بإرادة الناخبين. فقد شهدت الانتخابات، التي جرت أولى جولاتها يوم 28 نوفمبر الماضي وتستمر حتى 10 يناير، استمرار كثير من الممارسات القديمة التي عادة ما كانت تشهدها انتخابات عصر مبارك، مثل شراء الأصوات عن طريق تقديم إعانات عينية للفقراء، واستمرار الدعاية الانتخابية خارج اللجان بل وداخلها، وما تم رصده من تلاعب في عد الأصوات، وأضيف إلى الانتهاكات استخدام الدين على نحو واسع لم تشهده البلاد من قبل. كل هذه الانتهاكات تضع علامات استفهام حول نزاهة الانتخابات، وشرعية المجلس الذي سيشرف على وضع الدستور والذي بدأت الدعاوى القضائية للطعن في صحة الانتخابات تتولى عليه. وبالإضافة إلى أنه لازال هناك علامات استفهام تتعلق بمدى احترام التيارات الإسلامية لقواعد اللعبة الديمقراطية، في شقها المتعلق بإحترام الحقوق والحريات الأساسية والمساواة بين المواطنين والقبول بمدأ التنوع، فإنه حتى الجزء الإجرائي للديمقراطية، الذي قبلته تلك التيارات، والمتمثل في الانتخابات، لم يحترموه، وكانت التيارات الإسلامية هي أكثر من ارتكب مخالفات وانتهاكات تمثلت في شراء الأصوات بشكل غير مباشر عن طريق تقديم إعانات للفقراء واستغلال الدين لتصوير أنهم هم من يمثل المسلمين متهمين التيارات المدنية بأنها تمثل تقف في صف المسيحيين، واللعب على الوتر الطائفي. والسؤال، هو: إذا كانت التيارات الإسلامية لم تحترم قواعد اللعبة الديمقراطية، وهي لم تمكن بعد من الحكم، فماذا سيكون الوضع في حالة سيطرتها على زمام الأمور في البلاد؟! وبعد عادت القوة الثورية إلى ميدان التحرير في 19 نوفمبر الماضي، في احتجاجات أعادت إلى الذاكرة وقائع ثورة يناير، وسقط خلال المواجهات التي استمرت لحوالي 10 أيام 42 قتيل وحوالي 2000 مصاب، وذهب البعض إلى تسمية الإحدى عشر يوما السابقة لإجراء الانتخابات بالموجة الثانية من الثورة. وبعد أن كانت الاحتجاجات التي إمتدت في معظم المحافظات قاب قوسين أو أدنى من سحب الشرعية من المجلس العسكري الحاكم، وتنفيذ المطلب الرئيسي لها المتمثل في تولي حكومة إنقاذ وطني مدنية زمام الأمور في البلاد، جاءت الانتخابات لتسحب الشرعية من ميدان التحرير، لتتكسر الموجة الثانية للثورة على عتبة الانتخابات، وتعيد القوى الثورية الديمقراطية إلى المربع رقم واحد. ومكنت الانتخابات المجلس العسكري من زمام الأمور مرة أخرى، وأعطت القوى غير الديمقراطية المتمثلة في الإسلاميين اليد العليا على تقرير مصير دستور البلاد الذي سيحكم قواعد اللعبة السياسية. فالشباب الذي قاد الثورة المصرية في يناير الماضي وخرج في 19 نوفمبر الماضي للإحتجاج مرة أخرى عاد ليصبح في مقاعد المعارضة، وهناك شعور بالمرارة، فرسالة التغيير لم تصل بعد إلى القواعد الجماهيرية التي تلقى بلائمة عدم استقرار أحوال البلاد على ميدان التحرير. وبعد أن كان الشعار "لا صوت يعلو على صوت التحرير" أصبح من يعتصمون في الميدان الآن أقلية محاصرة تشعر أنها هي من قدمت التضحيات بينما يجنى الثمار آخرون يملكون رؤية مختلفة لشكل نظام الحكم، يراه الشباب أنه نوعا آخر من الاستبداد ساير الثورة حتى مفترق الطرق، ويتأهب للقفز عليها. فلانتخابات الجارية بمثابة حصاد لسنوات حكم عسكر يوليو، والتي تم خلالها أسلمة المجتمع المصري وبث روح الطائفية فيه، بعد أن كان يميل إلى الليبرالية والوسطية قبل عام 1952. وحتى في حالة ما تمكنت القوى السياسية من صياغة دستور ديمقراطي يضمن قواعد عادلة وشفافة للمنافسة السياسية فالطريق أمام تلك الأحزاب والتيارات العلمانية لازال طويلا، فالكلمة العليا خلال الفترة المقبلة ستكون للتيارات الإسلامية التي تجد دعما من فلول النظام القديم في الداخل والخارج

Poised for a Parliamentary Majority, Islamists Shed Restraint

For decades, Egyptians knew only fraudulent elections under the harsh constraints of Mubarak’s authoritarian rule. Faced with pervasive ballot fraud, violence and intimidation by the repressive security forces, they largely withdrew from the political process, choosing to boycott rather than casts ballots that had no hope of bringing about meaningful change. But in last week's elections, Egyptians participated in unprecedented numbers, with 52 percent of eligible voters turning out at the polls on November 28-29.The massive level of turnout proved that the political consciousness of Egyptians has been fundamentally transformed by the revolution. This newfound enthusiasm for political participation and pluralism has produced a spectrum of parties and movements unprecedented in their diversity. But ideological diversity inevitably gives rise to extremes, including the hardline fringe of the Islamist movement, whose Salafi candidates swept an unexpected 20 percent of the votes this week.Looking at the Egyptian street today, the familiar image of the smiling well-dressed Egyptian man wearing a suit and that of the Egyptian woman wearing her hair down and dressed in a short skirt have been replaced by less modern styles that reflect conservative Wahhabi influence. Meanwhile, the Muslim Brotherhood, which failed to win a single seat during the semi-liberal era before 1952, is leading election returns and poised to claim at least 40 percent of the parliamentary seats. While the Brotherhood has long been a powerful fixture in Egypt’s political scene, the rise of the hardline Salafis is a new phenomenon and begs the question: Where did this new surge in religious conservatism originate? Before the 1952 military coup, Egyptian society was becoming increasingly modern and liberal in its character, beginning to resemble contemporary Tunisian society in its demographic and ideological makeup. But six decades of authoritarian rule took a serious toll on voter attitudes and reversed the liberalizing trend seen before 1952.Authoritarianism supported the rise of the Muslim Brotherhood and accelerated its project – Islamizing Egypt – which has now been in progress for 83 years. Some analysts have suggested that the strong military establishment that assumed power after the 1952 coup had the effect of curbing the influence of Islamists. In my opinion, however, the period of military rule was actually an “enabling phase” that catalyzed the growth of Islamic movements. This shift in the public discourse and mood -- from moderation and liberalism toward Islamism -- revealed itself fully in the results of this week’s elections.The stunning success of the Brotherhood and Salafi parties at the polls suggests that Islamic values that had previously been confided to the private, personal realm in Egyptian society are now dominating debates in the formal political arena. In Islamic jurisprudence, there is the concept of a “phase of vulnerability,” during which Muslims were a minority in Mecca. This period was characterized by tolerance of other religious groups, as Muslims lacked the political authority and demographic weight to impose their views on society. However, this framework changed dramatically during the “enabling phase,” after the Prophet Mohammad emigrated from Mecca to Medina, where Muslims represented the dominant religion. No longer constrained by their minority status, Muslims became increasingly assertive in reengineering their societies in conformity with Islamic moral and legal principles, even in liberal cosmopolitan cities like Cairo. In 2003, I spoke with Essam al-Erian, deputy head of the FJP, during my work at Cairo Times magazine, about a draft bill presented by the Brotherhood’s parliamentary bloc that made alcohol consumption a crime punishable by whipping, in accordance with Islamic Shari'a. At the time, al-Arian insisted that the Brotherhood “was not in a hurry to implement the Shari'a.” “Our primary goal is to construct the individual and Muslim society, and then the fruit will fall on its own,” He said. Looking at this week’s election results, it looks like the fruit is finally hitting the ground.With the FJP poised to capture a plurality and possibly a majority of seats in parliament, the Brotherhood will undoubtedly reconsider its pre-revolutionary slogan, “participation not competition,” which reflect the restraint and pragmatism that become hallmarks of the group’s political strategy under Mubarak’s rule. At the beginning of the revolution, the Brotherhood announced that they would preserve the same slogan and would not compete for more than 30% of the parliamentary seats. Additionally, the Freedom and Justice Party stated that it would not nominate candidates for the presidential election. However, in recent months, the Brotherhood’s position has shifted gradually, reflecting heightened political ambitions, with the FJP announcing that it would field candidates for 50% of the parliamentary seats, a 10% increase over the previously announced threshold. What led to this strategic shift?The electoral success of the Islamic movement in Egypt can be partially attributed to regional dynamics. Saudi Arabia and other conservative Gulf monarchies would welcome an Islamist majority in Egypt’s next parliament, and there is evidence that these countries have provided significant funding to support Egyptian Salafi NGOs and political parties in recent months. Statements by US officials pledging to work with Islamist parties represented in the next parliament may have emboldened the FJP to go public with its rising political ambitions. Meanwhile, the electoral victory of Islamist parties in Tunisia and Morocco may have whetted the Brotherhood’s appetite for power. On the same day that Morocco’s Justice and Development party won the elections, a Brotherhood spokesman issued a statement saying that the ruling military council "must task the party with a [parliamentary] majority to form the next government."Judging by the results of the first round, Islamists are on their way to winning an absolute majority in the next parliament that would enable them to impose their religious ideology on the new political system by drafting the country’s new constitution – a task that was delegated to a constituent assembly selected by the People’s Assembly under the interim constitution issued in March. If Islamists gain control of parliament, it would alter the balance of power for the remainder of the transitional phase scheduled to end with a presidential election by the end of June 2012.Ironically, the ruling Supreme Council of the Armed Forces (SCAF) may view the Brotherhood’s political victory as a solution to its current legitimacy crisis, rather than a threat to its power. So far, the SCAF has steadfastly refused to task Mohamed ElBaradei or any other political figure associated with the revolution to form the national salvation government demanded by protesters. But if the Brotherhood gains significant power in the new political system, it could represent a power-sharing compromise, striking a balance between the expectations of revolutionary forces and the interests of the military establishment and former regime. The SCAF will be able to point to a democratically elected parliament as proof that it is advancing the transition, while still keeping power out of the hands of the revolutionaries themselves.An Islamist majority in parliament is likely to inspire new alliances and coalitions between secular and liberal parties, which will need to cooperate in a united bloc if they want to have their voices heard. If the Islamist majority in parliament succeeds in imposing its vision on Egypt’s next constitution, the country could be headed for a theocratic system that contains some of the institutional trappings of democracy but not its core values.

الانتخابات المصرية: “بروفة جنرال” لحجم الإسلاميين

قبل تقديم عرض مسرحي جديد، يؤدي المشاركون في العمل بروفة أخيرة تسمى “بروفة جنرال” لقياس مدى إتقان الأبطال للنص وردود الفعل الأولية قبل الوقوف على خشبة المسرح حيث لا مكان للخطأ أو التراجع. في 28 نوفمبر المقبل تشهد مصر أول انتخابات برلمانية بعد الثورة تعد بمثابة “بروفة جنرال” لقياس مدى قوة التيارات السياسية المختلفة وعلى رأسها التيارات الإسلامية، لكنها لن تحسم سؤال: من سيحكم مصر.وبعكس الانتخابات التونسية التي حددت نصيب التيار الإسلامي ممثلا في حزب النهضة من كعكة الحكم بـ41%، فالفائز في الإنتخابات البرلمانية المصرية لن يشكل الحكومة، فمهمة البرلمان الانتقالي الأساسية هي الإشراف على صياغة الدستور الجديد، بينما سيظل المجلس العسكري ممسكا بزمام السلطة لحين إجراء انتخابات رئاسية، لم يعلن عن موعد إجرائها بعد، وإن كان يفترض أن تجرى عقب الانتهاء من الدستور أواخر العام المقبل، ثم يعقب ذلك انتخابات برلمانية أخرى، سيتحدد أهميتها بناء على شكل الحكم الذي سيقرره واضعوا الدستور، ففي حالة اختيار نمط حكم الجمهورية البرلمانية فستكون الانتخابات البرلمانية هي الفاصلة في تحديد من سيحكم مصر.وبالرغم من أهمية الدستور الجديد على مستقبل الحكم في مصر، لكن نسبة الإختلاف ليست كبيرة، فالتيارات السياسية الرئيسية شبه متفقة على الخطوط العريضة له، وأهمها بقاء المادة الثانية من الدستور، التي تنص على أن الإسلام دين الدولة، ومبادئ الشريعة الإسلامية هي المصدر الرئيسي للتشريع، مع النص على حماية حقوق المواطنة والمساواى بين المواطنين، وبالطبع فإن تفسير المادة الثانية هو ما سيفرق ما بين ما يعرف بالتيارات المدنية والإسلامية في الحكم.لكن الانتخابات المرتقبة على أي حال ستعطي مؤشرات لتوجهات الناخبين المصريين البالغ عددهم 50 مليون ناخب تقريبا، غالبيتهم يدلون بأصواتهم للمرة الأولي في انتخابات برلمانية، كما ستعطي فرصة للأطراف المختلفة لترتيب أوراقها قبل الجولة الحاسمة.ويعتبر البعض أن نتيجة الاستفتاء على التعديلات الدستورية في مارس الماضي، التي أيدتها التيارات الإسلامية ودعوا المواطنين لتأييدها، ووافق عليها 77% من الناخبين، بينما استجاب لدعوة التيارات والأحزاب المدنية برفضها 23% فقط، بأنها مؤشرا لقوة التيار الإسلامي، لكن الظروف التي احاطت بالاستفتاء تختلف عن الظروف المحيطة بالانتخابات البرلمانية، فقد جرت في النهر مياه كثيرة.وقد سارعت التيارات المدنية بعد استفتاء مارس بالتأكيد على موافقتها على بقاء المادة من الدستور التي تنص على أن مبادئ الشريعة الإسلامية هي المصدر الرئيسي للتشريع. ولإحداث توازن ما بين النص على المادة الثانية وضمان بقاء الشكل المدني للدولة بادر الدكتور محمد البرادعي، المدير السابق للوكالة الدولية للطاقة الذرية والمرشح المحتمل للرئاسة، بإصدار ما أسماه بوثيقة المبادئ فوق الدستورية، (عدل التسمية فيما بعد لتكون المبادئ الحاكمة للدستور بعد اعتراض الإسلاميين على المسمى الأول) وذلك لضمان الحقوق والحريات الأساسية في ظل بقاء المادة الثانية من الدستور، وتلا ذلك صدور العديد من الوثائق بلغ عددها حوالي 10 وثائق، أهمها: وثيقة الأزهر، وثيقة منظمات حقوق الإنسان، ووثيقة التحالف الديمقراطي، الذي قاده حزب الحرية والعدالة، الزراع السياسي لجماعة الإخوان المسلمين، وحزب الوفد شبه الليبرالي، وانضم إليه 39 حزبا وقوة سياسية اشتركت في وضع وثيقة تحدد المبادئ الأساسية للدستور.واتفقت غالبية هذه الوثائق على الإبقاء على المادة الثانية من الدستور مع النص على الإلتزام بمواثيق ومعاهدات حقوق الإنسان الدولية، وحماية حقوق المواطنة، وبالتالي فالدعاية التي استخدمتها التيارات الإسلامية خلال الإستفتاء بالقول بأن التيارات الليبرالية واليسارية والأقباط يريدون تغيير هوية الدولة الإسلامية مردود عليها بعد أن وافقت هذه التيارات على الإبقاء على المادة الثانية من الدستور.أما نقاط قوة التيار الإسلامي فمعروفة، ولا تحتاج لتأكيد، ومنها التمويل الجيد، ودعم دول الخليج التي تطبق النموذج الإسلامي في الحكم الذي يسعى السلفيين للإاقتداء به، والتنظيم الجيد خاصة لجماعة الإخوان المسلمين، ووضوح البرنامج المتمثل في إقامة دولة تحكمها الشريعة الإسلامية، وسيطرتهم على ميكروفونات المساجد، وارتفاع نسبة الأمية..لكن على الجانب الأخر فقد يكون للظهور المكثف للتيارات الإسلامية وخاصة السلفيين، وما صاحبه من تصريحات مثيرة للجدل، وعنف لفظي، وأحداثا طائفية، كانوا في بعض الأحيان محركا لها، أثرا سلبيا على التيار الإسلامي بشكل عام، وقد يكون بمثابة الدبة التي قتلت صاحبها، وهو ما قد يجعل المواطن المصري العادي يخشي عواقب التصويت لهذه التيارات.
 
معضلات التحول في مصر:
وفي حين يبدو التحول الديمقراطي يسير بشكل سلس في تونس، فإن الانتخابات في مصر تواجه صعوبات جمة، فعلاوة علي عدم الإستقرار الأمنى، والضغوط والتدخلات من الأقليمية المعادية لتحول مصر إلى ديمقراطية فهناك معضلتين خيل للبعض أن الثورة المصرية، التي أظهرت درجة من الوعي الكبير قد تجاوزتهما، وهما علاقة العسكر بالحكم، وعلاقة الإسلاميين بالديمقراطية. فالمجلس العسكري يدير البلاد بنفس عقلية نظام مبارك، مما أدي إلى توتر متصاعد في علاقته مع القوى المدنية، فالجيش الذي حكم قادته البلاد منذ انقلاب يوليو 1952 وراكم مصالح ونفوذ يبدو مترددا وغير واضحا في قيادته للعملية الانتقالية ومن ثم تسليم السلطة لحكومة مدنية منتخبة.أما الأحزاب والتيارات الإسلامية، فالبرغم من الاجتهادات ومحاولة التوفيق بين النظام الديمقراطي ونظام الحكم الإسلامي، أو بمعني أخر “أسلمة الديمقراطية” لكن هذه المحاولات لم تصل إلى درجة التقدم التي وصل لها حزب النهضة التونسي، ذو المرجعية الإسلامية.ويحاول المجلس العسكري استغلال الحضور الإسلامي القوي والمقلق لتصدير فكرة وصايته على حماية الدولة المدنية، وقد ظهر ذلك في وثيقة المبادئ الدستورية التي أصدرها نائب رئيس الورزاء علي السلمي، والتي تجعل الجيش فوق المحاسبة.وقد دأب الإخوان على التأكيد على أنهم لا يسعون للوصول للحكم في هذه المرحلة، واستمرار تبنيهم لشعار “مشاركة لا مغالبة” ومن المرجح أن يلتزموا بما قطعوا على أنفسهم من عهد، لأسباب عديدة أهمها أن الحكم في الفترة المقبلة سيكون مهمة صعبة، قد يؤدي فشلهم فيها إلى إنهيار التنظيم العتيد. أما التيارات السلفية فتهدف إلى استغلال الظرف التاريخي للوصول للسلطة لإقامة دولة الشريعة.ولا يبدو أن الأحزاب ذات الطبيعة المدنية قد استعدت بشكل كاف للمنافسة، كما أنها انشغلت بمعارك جانبية خلال الشهور التي تلت سقوط النظام، وفشلت في تكوين تحالف مدني قوي في مقابل التحالف الإسلامي، بل أن بعضها تحالف مع الإخوان في الانتخابات ضمن “التحالف الديمقراطي من أجل مصر” مثل حزب “غد الثورة” الذي يقوده الدكتور أيمن نور، المعارض السياسي الشهير.لكن وبالرغم من قوة التيار الإسلامي، تنظيميا وماديا، إلا أنه من المتوقع ألا يحصل أي من التيارات السياسية على أغلبية مريحة.ملامح خريطة سياسية جديدةبعد أن تصدر حزب النهضة انتخابات الجمعية التأسيسية في تونس، ينتظر أن تكمل الانتخابات المصرية الجملة فيما يتعلق بوضع ونصيب الإسلاميين في دول الربيع العربي. وستعطي نتيجة الانتخابات المصرية مؤشرا لشكل خريطة العالم العربي السياسية في المستقبل.وتدعم السعودية سيناريو وصول الإسلاميين الأكثر تشددا لحكم مصر، وهو ما سيخلق تكتلا إسلاميا يضم دول الربيع العربي إلى جوار دول الخليج، وهو ما يتمناه آل سعود لتقوية نفوذهم بعد أن كانت عروشهم مهددة.ويأتي قرار إسرائيل تنفيذ عملية عسكرية في هذا التوقيت ليصب في صالح تقوية التيار الإسلامي، بينما أظهرت الإدارة الأمريكية استعدادا للتعامل مع شرق أوسط إسلامي، بتصريحاتهم عن قبول وصول الإخوان للسلطة إذا جاءوا في انتخابات نزيهة، بالرغم من أن الإخوان أنفسهم لم يعلنوا أنهم يسعون للسلطة.وعلى أي حال فهناك واقع يشير إلى أن دول الربيع العربي تستعد لدخول عصر جديد يتولي فيه الإسلاميين الحكم أو يشاركون فيه. لكن في ظل التباس مفهوم الديمقراطية لدى التيارات الإسلامية فثمار الربيع العربي لن تكون ناضجة، والمستقبل مرشح لصراع سياسي ايديولوجي، لا تنافس سياسي يدفع نحو التقدم وحل المشاكل المزمنة التي تكونت عبر عقود من الحكم العسكري الذي تميز بفقر الخيال وسوء الإدارة.
 

Egyptian Elections: A ‘Dress Rehearsal’ Determining Islamists’ Clout

Before the debut of any theatrical work, the players engage in one final run – what the Italians and Egyptians call a ‘prova generale’ – to determine that lines are solidly memorized, reaction times are seamlessly sequenced, and so on. The ‘big night on the stage’ allows no margin for error and no turning back. This upcoming 28th of November, on which Egypt will witness its first parliamentary elections since the uprising, represents a similar ‘dress rehearsal’, determining the extent of the strength of the various political trends, the Islamists foremost among them. What will not be determined, however, is the question of who rules Egypt.Unlike the Tunisian elections in which the Islamist trend, represented by the Ennahda party, seized some 41 percent of the political pie, the victor in Egyptian parliamentary elections will not form a government. The essential objective of this transitional parliament is overseeing the drafting of a new constitution; meanwhile the Supreme Council of the Armed Forces (SCAF) will retain the reins of power until the completion of presidential elections. A firm date for these elections has not yet been announced, but they are widely presumed to occur towards the very end of next year. This will then be followed by another set of parliamentary elections, whose import will be determined by those earlier constitutional deliberations – in the event that they follow the model of parliamentary rule, the elections will serve as the determinant of who will govern Egypt.Despite the new constitution’s significance in driving the future of Egypt’s governance, the degree of dispute over that constitution is minimal. The main political factions are for all intents and purposes in agreement over the broad outlines of that document, most significantly the permanence of Article 2 of the old constitution, which stipulates that Islam is the religion of the state and that Islamic law is the primary source of reference for legislation. How one interprets Article 2 is what distinguishes the so-called secular or ‘civilian’ trend from the religious one.Be that as it may, the upcoming elections will provide some indicator of the sentiments of the more than fifty million eligible voters, most of whom are casting votes in parliamentary elections for the very first time. Additionally, it provides an opportunity for the various factions to get their cards in order before the decisive stage.Some hold the view that last March’s referendum on constitutional amendments – for which the Islamic trends secured 77 percent of the public backing – provides an indication of the strength of the Islamic trend, but the circumstances surrounding the referendum differ from those of the parliamentary elections and much water has passed under the bridge since.After the March referendum, the secular trend hastened to affirm its agreement to the permanence of Article 2. In an effort to obtain balance between that article and guarantees that the overarching state would retain a ‘civilian’ form, Dr. Muhammad ElBaradei – former director of the International Atomic Energy Agency and presumptive candidate for president – initiated what are known as the ‘supra-constitutional principles’ (the terminology was subsequently changed to the ‘governing principles for the constitution,’ following objections of the Islamists to the first term). This was done to ensure rights and basic freedoms in light of Article 2’s staying in the constitution. What followed was a series of other documents defining basic constitutional principles, numbering around ten in total. Among the most significant were the Azhar document, the human rights organizations document, and the Democratic Alliance document (spearheaded by the Freedom and Justice Party, the political arm of the Muslim Brotherhood (MB), and the neoliberal Wafd party, joined by some thirty-nine other parties and political forces).Most of these documents agreed on maintaining Article 2 in the constitution as a textual component declaring commitment to international human rights treaties and protection of the rights of all citizens. The propaganda which the Islamic trends used during the referendum – asserting that leftists, liberals, and Copts wanted to alter the Islamic identity of the state – was soundly rebutted when these trends agreed that Article 2 remain.The strengths of the Islamic trend are well-known and don’t require much explanation: They are well-funded, enjoy the support of Gulf states that seek to impose an Islamic model of governance driven by Salafists, they are well-organized – particularly the MB – and have a clear program to establish a state governed by Shari’a. Finally, they control the mosques’ microphones and are aided by rising rates of illiteracy.On the other hand, given the vast proliferation of Islamist parties – Salafi parties in particular – and all that accompanies them, from controversial statements to verbal abuse and sectarian conflicts, these corollaries could backfire – like the dog that bites the hand that feeds it – making the average Egyptian citizen think twice about the consequences of voting in favor of the Islamists.The Dilemma of Transformation in EgyptWhile democratic transformation appears to be proceeding smoothly in Tunisia, elections in Egypt face enormous obstacles. In addition to the absence of security, and pressures and interventions by regional players antagonistic to democratic transformation in Egypt, there are two main difficulties, which some presumed that the Egyptian revolution, with its degree of relative consciousness, had already dealt with: namely, the relationship of the military to governance and the relationship of Islamists to democracy. Indeed, the SCAF are running the country with the same mindset as that of the Mubarak regime, inspiring increasing tension in its relationship with civilian forces. The army – whose leaders have held the reins of the country since the ’52 revolution and have amassed wealth and personal interests – now appear tentative and elusive regarding the process of handing over power to an elected civilian government.Egyptian Islamic parties and trends, meanwhile continue to flounder (unlike Ennahda, their Tunisian counterparts) despite their efforts to harmonize democracy with Islam or, to be more accurate, to ‘Islamize’ democracy.The military council capitalizes on the presence of Islamic forces and the associated fear surrounding them to promote the notion of the SCAF’s able custodianship of the ‘civilian’ state. We see this manifested in the ‘constitutional principles’ document issued by Deputy Prime Minister Ali al-Silmi, which effectively places the army above the law.The MB have insisted that they do not intend to achieve a monopoly of power at this stage, noting repeatedly their embrace of the slogan, ‘participation, not contestation.’ This is likely a self-imposed strategy, borne largely of the admission that governance in the upcoming period is going to be a formidable task and that failure during the transition could lead to the collapse of the long-established organization. Salafists meanwhile seek to seize the historic moment to come to power and establish a state governed by Islamic law.The so-called secular parties don’t appear to be up to the fight, having consumed themselves with tangential debates in the months following the fall of the old regime and having failed to coalesce in a bloc strong enough to counter the Islamists. Indeed, some of these secular groups have signed on with the MB in their Democratic Coalition for Egypt, such as Ghad al-Thawra, the party of well-know opposition figure Ayman Nour.Despite the advantages the Islamists enjoy, organizationally and financially, no political faction is expected to gain a comfortable majority.Contours of the New Political Map Following the rise of Ennahda in Tunisia’s constituent assembly elections, it is widely anticipated that Egyptian elections will follow suit with regard to the prominence and proportion of Islamists. It is also believed that the results of the Egyptian elections will provide an indication of the shape of the future map of the Arab world.The House of Saud supports a scenario in which more fundamentally conservative Islamists come to power in Egypt, figuring that such a bloc of ‘Arab Spring’ states might ally with the Gulf states and would thereby strengthen the hand of a number of recently challenged thrones.Israel’s decision to carry out military operations at this particular time bolsters the Islamist trend. And at the same time, the American administration appears prepared to deal with an Islamist Middle East, according to their statements accepting an MB rise to power, provided it comes through honest elections (as if this were a fait accompli – the MB themselves have yet to announce that they seek such power).In any case, the reality points to the fact that the countries of the Arab Spring are preparing for the arrival of a new era in which Islamists either rule outright or participate significantly in that rule. But given Islamists’ ambiguous conceptualizations of democracy, the yield of the Arab Spring will not be fruitful. The immediate future looks set for greater ideological struggle, rather than a political competition that drives the body politic towards progress in solving the problems of that have characterized the decades of paucity of vision and administrative ineptitude of military rule.

Inside Egypt's electoral alliances

Ten months after the January uprising, Egypt’s political scene is more diverse and competitive than ever before, as dozens of new parties ranging in ideology from Salafi to secular seek a place in the post-Mubarak political order. However, only a handful of the more than fifty-registered parties are organized enough to stand a chance at winning parliamentary representation on their own. Acknowledging that strength lies in numbers, most of the smaller parties have aligned themselves with one of four major electoral coalitions, which differ significantly in their constituencies and ideological orientation. So far, the primary beneficiaries of the coalition-building process appear to be the Islamist movements, which are confidently predicting a strong showing in the parliamentary elections. Meanwhile, liberal and civil parties – weakened by divisions and rivalries – have struggled to build a cohesive alliance with a clear campaign platform.Taking advantage of these divisions, the Supreme Council of the Armed Forces (SCAF) has moved swiftly in the weeks leading up to elections to consolidate its power and privileges by issuing a set of constitutional principles that would preserve a strong political role for the military and shield its budget from oversight by the next elected parliament. Whether or not the four major electoral coalitions will be able to overcome their fragmentation and work together in the next elected government to hold the SCAF accountable remains to be seen.The four main alliances:The Democratic Alliance for Egypt includes many small parties and is led by the Freedom and Justice Party, the official political arm of the Muslim Brotherhood.The Islamic Alliance includes the Salafi al-Nour (Light) and Asala (Authenticity) parties along with official political arm of the formerly militant Islamist group, al-Gama’a al-Islamiyya, the Building and Development party.The Egyptian Bloc Alliance includes the liberal Social Democratic Party, the Free Egyptians Party (founded by the prominent Coptic businessman Naguib Sawiris), and the leftist Tagammu Party.The Revolution Continues Alliance includes seven primarily leftist parties, the Revolutionary Youth Coalition, and the liberal Egypt Freedom party.The electoral coalitions reflect the polarization between Islamist and what so called “Civilian powers” as well as between new political powers after the revolution and what so called “Flol” or (the ex regime remnants) and under the unstable security situation, and the political tension, there is a potential that the election will witness violence increase the state of polarization.The Democratic Alliance for Egypt, initially launched by the Freedom and Justice and Wafd parties, at one pointed included 43 parties. However, the FJP’s dominant position within the Alliance and alleged efforts to manipulate its electoral lists prompted the Wafd and several other liberal parties to defect from the coalition.The FJP was keen to keep the Democratic Alliance, to avoid a state of polarization. Before it began to fragment under the strain of internal rivalries, the Alliance succeeded in reaching a consensus on key principles to be included in the next constitution, including citizenship rights and the preservation of Article 2 of the 1971 Constitution, which identifies Islamic Shari’a law as the primary source of legislation. The FJP continues to advocate a strong role for religion in Egypt’s next political system, despite constitutional and legal provisions that ban religious-based political parties and the use of religious slogans, such as the Brotherhood’s Islam is the solution,” in campaigning. Meanwhile, the SCAF has continued to grant licenses to Islamist parties such as Building and Development, formed by the formerly militant group al-Gama’a al-Islamiyya, which appear to violate the existing legal framework.In addition to the FJP, other new Islamist forces are emerging as serious contenders on the political scene. The Salafi Movement is fielding candidates in the elections under the banner of the Islamic Alliance. The Salafi al-Nour (Light) Party, which dominates the Islamic Alliance, has significant financial assets enabling it to coordinate extensive voter outreach and campaign activities across the country. 610 of the Alliance’s 693 candidates are affiliated with al-Nour.Overall, the Islamist parties appear more organized and better funded than their secular and liberal counterparts, while maintaining a clear goal of establishing a Shari’a state. Meanwhile, “civil” parties have failed to form a strong coalition that offers a clear alternative, and still practice politics with the same defensive mentality that they were forced to adopt under Mubarak’s rule, when the opposition had no real chance of winning meaningful representation in parliament. Given the disorganization and timidity displayed by its civil rivals, it is no surprise that the FJP is confidently acting as though it has already won a parliamentary majority.An FJP victory is far from certain, however. Some think that the large number of Islamist candidates from a variety of parties and movements may contribute to splitting the Islamist vote, reducing their overall representation in parliament and giving an advantage to civil and liberal candidates, independents as well as the so-called remnants of the former ruling National Democratic Party (NDP), which have regrouped in at least eight different NDP-affiliated parties that are fiercely campaigning in the hopes of staging a political comeback, despite the government’s promise reactive a Nasser-era Treachery Law that would bar former NDP members from political activity for five-year period.In an attempt to confront hardline Salafis groups with a strong grassroots following, the civil parties are now beginning to coordinate with another Islamist force, the Sufis, whose 15 million followers adhere to a more moderate interpretation of Islam. Although the Sufi movement has traditionally been largely apolitical,Sufi groups have recently stepped into the formal political arena by licensing official parties, like the Sufi-dominated Egyptian Tahrir Party. Despite the weak coordination between “civil” parties and their lack of preparedness, most of these new parties, including the Adl (Justice) Party, the Egyptian Social Democratic Party and al-Masriyin al-Ahrar (Free EgyptiansParty), are working hard to catch up. One the oldest and most organized parties in the civil camp, the Wafd, will benefit from established support networks, although the party has recently suffered from internal disputes over its alliance with Brotherhood prior to its withdrawal from the Democratic Alliance.Although Islamists had an antagonistic relationship with the former regime, the FJP and other Islamist forces have shown support for the SCAF since Mubarak’s fall, Islamists forces are taking a very different and more cooperative approach to the current military leadership in an effort to carve out a strong role for themselves in the new political system. Early on in the transition, the Muslim Brotherhood showed support for the SCAF by backing the constitutional declaration in March 2011. But the alliance between Islamists and the SCAF began to deteriorate in July, after large-scale demonstrations by the FJP and other groups fueled fears of an Islamist takeover. As Islamists became increasingly assertive in the post-revolutionary political order, the SCAF made a clear shift, moving closer to liberal and civil political parties and drafting a set of supra-constitutional principles that Islamists fear would limit their influence over Egypt’s next constitution. In another sign of its alignment with liberal forces, the SCAF appointed two well-known liberals as deputy prime ministers, Hazem al-Beblawy and Ali al-Selmi, who was assigned to draft the new constitutional document.The draft constitutional principles signaled the SCAF’s commitment to preserving a civil state, but political forces soon realized that the document has another important objective: protecting the military’s political and economic privileges and shielding its budget from parliamentary oversight.While these four major coalitions will play an important role in upcoming elections, the polling process will likely give rise to new political forces and unforeseen alliances that could either work together or against one another in the next parliament. The inability of any one party to secure an absolute majority will encourage the formation of new coalitions or mergers between parties with similar orientations such as the more than fifteen new liberal parties that have formed since the revolution.The campaign season and electoral process will likely deepen the division between Islamists and "civil” powers, which has been expanding since the March referendum. Election results are impossible to predict, but Egypt’s next parliament will undoubtedly reflect a fundamentally altered political landscape marked by new voices, alliances and rivalries.

While some seek to achieve political change through protests and elections, Egyptian YouTube sensation Bassem Youssef is determined to transform Egypt’s political landscape with comedy. Dubbed “the Jon Stewart of Egypt,” Youssef’s top-rated show “al-Bernameg” (“The Program”) has developed a mass following by pushing the boundaries of political discourse and boldly tackling taboo subjects that were off limits to the media under Mubarak’s rule, including sectarianism and the military’s political and economic privileges. Describing his style as “post-revolutionary political soap opera” in exclusive comments to EgyptSource, Youssef said that the show’s method is unique and unfamiliar in Egypt’s established media landscape. Despite Youssef’s popularity, some traditionalists are skeptical of his unfamiliar brand of comedy. “Political Satire is a new art in Egypt and we still have a long way to go to make it acceptable to people,” Youssef said.Youssef’s rise to fame has its roots in the revolution. Before he was a media sensation, the 37-year-old Youssef was a practicing cardiothoracic surgeon who personally treated injured protesters in Tahrir Square. After witnessing firsthand the government’s brutal crackdown on protesters, Youssef reacted strongly to the way Egyptian state media covered the uprising. While the Mubarak regime was collapsing, it used every tool at its disposal to isolate protesters. Official TV stations as well as some private stations were podcasting propaganda continuously, using statements from celebrities and major media personalities loyal to the regime as well as one-time opposition voices who had been co-opted by the ruling party. These commentators passionately defended the embattled Mubarak, even after his defiant last speech in which he steadfastly refused to meet the demands of protesters. In the early days of the uprising, state media waged informational warfare against the protesters in an ugly smear campaign aimed at delegitimizing the objectives of the revolution. The airwaves were saturated with sensational, fabricated tales of debauchery and treachery by protesters: a young female girl confessed to having been trained by the CIA to instigate the revolution, while a popular actor claimed that protesters in Tahrir Square were engaging in group sex.Appalled by this toxic media environment, Bassem Youssef decided to speak out. On March 3, he launched his own YouTube channel and began producing a low-budget video series called “The Bassem Youssef Show,” which drew inspiration from Jon Stewart’s popular program. Within four weeks, the videos had become an internet sensation, attracting 1.2 million viewers. In one of his earliest videos, Youssef parodied the actor and Mubarak loyalist Tala’t Zakaria, who has been accusing protesters of staging scandalous orgies in Tahrir Square, complete with “drums, horns, dancing, drugs...and full sexual relations.” During the show, Youssef pretended to call a friend, urging him to join the party in Tahrir Square, while simultaneously displaying video footage of armored vehicles steamrolling over protesters. Fans began calling him “the voice of the revolution.”Although Mubarak’s rule ended with his resignation on February 11, Youssef cautioned viewers that “the regime is not down yet.” Youssef’s YouTube videos were a powerful reminder to protesters that the success of the revolution could not be taken for granted, and his satirical brand of investigative journalism has inspired Egyptians to help hold the interim government accountable through continued vigilance, scrutiny and constructive criticism.From his humble beginnings on YouTube, Youssef has since been catapulted to stardom as one of Egypt’s most recognized media personalities with his own prime-time talk show. After Youssef managed to attract a mass following on a shoe-string budget, he was approached by ON TV, owned by the billionaire Naguib Sawiris, with an offer to broadcast his show on a prime-time network. Under the new name “al-Bernameg” (“The Program”), Youssef’s show went on air in July 2011 and has since become one of Egypt’s top-rated programs. But Youssef is quick to recall how his home-grown media empire started in a low-tech studio run out of Youssef’s own apartment. The viral YouTube videos that registered millions of hits were created by a production team of just two people: Youssef wrote the script, while his friend Tarek Elqazaz was in charge of production.With elections approaching in less than two weeks, Youssef will undoubtedly have much to say about the polling process and results. With the campaign process well underway, Youssef noted the growing polarization of the political scene and divisions between different ideological groups – liberals, Islamists, and Coptic Christians – which are pursuing very different agendas and visions for the next political system. Meanwhile, the trend toward fragmentation has weakened pressure on the ruling Supreme Council of the Armed Forces (SCAF) and opened a window of opportunity for consolidating the military’s political power and economic privileges. The SCAF has a strong strategic interest in keeping the political field divided, and Youssef suspects that the council is deliberately enflaming divisions and rivalries between political forces to consolidate and prolong its control over the system. “The army succeeded in splitting the political powers … Now, getting all those forces together is doubtful, at least for the time being.” With most parties weak, under-funded and resistant to cooperation, it is unlikely that any single force will win a plurality in the next parliament.Although he declined to make predictions on the outcome, Youssef said that the former ruling National Democratic Party (NDP) is likely to make a strong showing. “I think there will be a definite comeback from NDP members; lots of them will return,” Youssef said. He also expressed concern about the potential for violence and misconduct during the voting process, which is expected to see record levels of turnout. “I think there will be a lot of chaos and violence that may give [the military] an excuse to enforce martial laws.”Despite his concerns about the electoral process, Youssef said that the long-term prospects for a successful democratic transition look promising. “I am generally optimistic about the transition period, even though it will take a few years though to see the real change,” he said.

“I want the country to be cleansed” said activist Ahmad Harara, a young dentist in his thirties who lost his right eye in the beginning of the Egyptian Revolution on January 28 and lost his left eye last Saturday, November 19, when he was shot by police snipers. Rooftop snipers have not been seen since last January, but this week they returned, more brutal than ever and backed by military units, to confront the second wave of the revolution.The story of Harara and hundreds of young Egyptians who are facing bullets bare-chested in Tahrir Square has become a source of inspiration for protesters who are back on the frontlines of battle with brutal security forces to demand regime change all over again . Despite the deteriorating situation in the square, Ahmad Harara displayed a broad smile in a November 21 interview with journalist Yosri Fouda, apparently sensing a shift in momentum in favor of the protesters. “We asked [the SCAF] to cleanse the police, media and judiciary, but they did not respond … We want a country not stalling.”As protesters call for a second uprising, Ahmad and his friends in Tahrir Square are telling the Supreme Council of the Armed Forces (SCAF), “Enough is enough,” after months of mismanaging the transition and thwarting the revolution’s demands. The SCAF’s recent behavior has convinced protesters that the military is simply reproducing the regime that they supposedly toppled last January.The confrontations began on November 19 following a major demonstration against the military on Friday, November 18. Islamic movements led the demonstration to protest the constitutional principles document prepared by Deputy Prime Minister Ali al-Selmi, which outlined sweeping powers for the military, and to demand a quick transfer of power to civilian leadership. While most political movements left the square on the evening of November 19, around 200 injured protesters and their families remained, determined to continue their sit-in overnight. The police’s use of excessive force to break down their demonstration was “the straw that broke the camel's back.” It led to the “explosion” of confrontations that are ongoing, in a manner that is reminiscent of the early days of the revolution. I participated in the deliberations that took place around the Tahrir Square’s main stage the night Mubarak stepped down (February 11, 2011). As the former president transferred executive authority to the SCAF, protesters were divided into two camps on the question of how to respond to the power transfer. Some called for continued demonstrations until the SCAF had fulfilled the demands of the revolution, while others felt that the SCAF should be given a chance to meet their demands and called on protesters to end their sit-in. Ultimately, the second camp prevailed. However, protesters have since come to the conclusion that leaving the Square before the revolution’s demands were met was a historic mistake. The military will not easily give up the power it has held since 1952, and it now seems that the entrenched interests of the SCAF are in danger of extinguishing the revolution’s dreams. According to Amnesty International, some of the human rights violations perpetrated by the current government are worse than those committed by the former regime. The current clashes, signaling a renewed determination to fully realize the revolution unmet demands, raises many questions:Will the elections, scheduled for November 28, be held on time?How dangerous is it to hold elections under the current circumstances with many parties announcing their withdrawal from the electoral race?How legitimate will the elected parliament be?How much more will the clashes escalate?With the bloody confrontations entering their fifth day, the increase in the number of victims and injured (around 33 dead and 2000 injured by November 21) and the spread of protests to over ten governorates, it seems that Egypt’s political crisis has reached the point of no return and the window of opportunity for reaching a political resolution that would allow elections to start on time is rapidly closing. The speech made on the evening of November 22 by Field Marshal Mohamed Hussein Tantawi, which he formally accepted the resignation of Prime Minister Essam Sharaf’s cabinet and agreed to hand over power by the end of June 2012, failed to appease the protesters in Tahrir Square who are demanding that the SCAF surrender power immediately to a new governing council headed by a civilian, potentially one of the leading presidential candidates or the head of the Supreme Judiciary Council. Some political forces have nominated the presidential candidate Mohamed ElBaradei to form a “national salvation government.” ElBaradei has hinted that he is ready to take on this role, saying that he “would do anything to prevent the country’s fragmentation.”For the protesters in Tahrir Square, the SCAF has fundamentally lost its legitimacy. In light of all the crimes it has committed, it is clearly time for the military to give up power and form a national salvation cabinet tasked with administering the remainder of the transitional period. However, it appears that leading political forces, including the Muslim Brotherhood, are no longer representing the interests of protesters after they met with Field Marshal Tantawi on November 22 and agreed to his “solution” and timeline for a transfer of power by June 2012. But it is clear that these political leaders do not speak for the protesters in Tahrir Square and do not have the ability to control or disperse them. While the current clashes represent a dramatic escalation of the military’s repressive tactics, it should be noted that the army has been using excessive force to suppress peaceful protests for months, most recently in the Maspero incident on October 9, which resulted in 27 casualties, mostly Coptic Christians. Whereas the SCAF has been careful to avoid crossing the line of excessive violence in previous confrontations, the military is showing no such restraint in the current clashes. Some have attributed the crackdown to the SCAF’s desire to cancel elections, but is this motivation really powerful enough to prompt a Syrian-style bloodbath?If the SCAF continues to use excessive force in the face of demands for its overthrow and prosecution, Egypt will likely follow the Syrian example rather than the Tunisian one. In the first round of the revolution, protesters’ forced the regime to meet their core demand: Mubarak’s removal. Will they succeed this time or will the revolution devolve into a Syria-style meltdown, as the military deploys lethal violence in a desperate attempt to retain control?

Ten months after the January uprising, Egypt’s political scene is more diverse and competitive than ever before, as dozens of new parties ranging in ideology from Salafi to secular seek a place in the post-Mubarak political order. However, only a handful of the more than fifty-registered parties are organized enough to stand a chance at winning parliamentary representation on their own. Acknowledging that strength lies in numbers, most of the smaller parties have aligned themselves with one of four major electoral coalitions, which differ significantly in their constituencies and ideological orientation. So far, the primary beneficiaries of the coalition-building process appear to be the Islamist movements, which are confidently predicting a strong showing in the parliamentary elections. Meanwhile, liberal and civil parties – weakened by divisions and rivalries – have struggled to build a cohesive alliance with a clear campaign platform.Taking advantage of these divisions, the Supreme Council of the Armed Forces (SCAF) has moved swiftly in the weeks leading up to elections to consolidate its power and privileges by issuing a set of constitutional principles that would preserve a strong political role for the military and shield its budget from oversight by the next elected parliament. Whether or not the four major electoral coalitions will be able to overcome their fragmentation and work together in the next elected government to hold the SCAF accountable remains to be seen.The four main alliances:The Democratic Alliance for Egypt includes many small parties and is led by the Freedom and Justice Party, the official political arm of the Muslim Brotherhood.The Islamic Alliance includes the Salafi al-Nour (Light) and Asala (Authenticity) parties along with official political arm of the formerly militant Islamist group, al-Gama’a al-Islamiyya, the Building and Development party.The Egyptian Bloc Alliance includes the liberal Social Democratic Party, the Free Egyptians Party (founded by the prominent Coptic businessman Naguib Sawiris), and the leftist Tagammu Party.The Revolution Continues Alliance includes seven primarily leftist parties, the Revolutionary Youth Coalition, and the liberal Egypt Freedom party. The electoral coalitions reflect the polarization between Islamist and what so called “Civilian powers” as well as between new political powers after the revolution and what so called “Flol” or (the ex regime remnants) and under the unstable security situation, and the political tension, there is a potential that the election will witness violence increase the state of polarization.The Democratic Alliance for Egypt, initially launched by the Freedom and Justice and Wafd parties, at one pointed included 43 parties. However, the FJP’s dominant position within the Alliance and alleged efforts to manipulate its electoral lists prompted the Wafd and several other liberal parties to defect from the coalition. The FJP was keen to keep the Democratic Alliance, to avoid a state of polarization. Before it began to fragment under the strain of internal rivalries, the Alliance succeeded in reaching a consensus on key principles to be included in the next constitution, including citizenship rights and the preservation of Article 2 of the 1971 Constitution, which identifies Islamic Shari’a law as the primary source of legislation. The FJP continues to advocate a strong role for religion in Egypt’s next political system, despite constitutional and legal provisions that ban religious-based political parties and the use of religious slogans, such as the Brotherhood’s Islam is the solution,” in campaigning. Meanwhile, the SCAF has continued to grant licenses to Islamist parties such as Building and Development, formed by the formerly militant group al-Gama’a al-Islamiyya, which appear to violate the existing legal framework.In addition to the FJP, other new Islamist forces are emerging as serious contenders on the political scene. The Salafi Movement is fielding candidates in the elections under the banner of the Islamic Alliance. The Salafi al-Nour (Light) Party, which dominates the Islamic Alliance, has significant financial assets enabling it to coordinate extensive voter outreach and campaign activities across the country. 610 of the Alliance’s 693 candidates are affiliated with al-Nour.Overall, the Islamist parties appear more organized and better funded than their secular and liberal counterparts, while maintaining a clear goal of establishing a Shari’a state. Meanwhile, “civil” parties have failed to form a strong coalition that offers a clear alternative, and still practice politics with the same defensive mentality that they were forced to adopt under Mubarak’s rule, when the opposition had no real chance of winning meaningful representation in parliament. Given the disorganization and timidity displayed by its civil rivals, it is no surprise that the FJP is confidently acting as though it has already won a parliamentary majority.An FJP victory is far from certain, however. Some think that the large number of Islamist candidates from a variety of parties and movements may contribute to splitting the Islamist vote, reducing their overall representation in parliament and giving an advantage to civil and liberal candidates, independents as well as the so-called remnants of the former ruling National Democratic Party (NDP), which have regrouped in at least eight different NDP-affiliated parties that are fiercely campaigning in the hopes of staging a political comeback, despite the government’s promise reactive a Nasser-era Treachery Law that would bar former NDP members from political activity for five-year period.In an attempt to confront hardline Salafis groups with a strong grassroots following, the civil parties are now beginning to coordinate with another Islamist force, the Sufis, whose 15 million followers adhere to a more moderate interpretation of Islam. Although the Sufi movement has traditionally been largely apolitical,Sufi groups have recently stepped into the formal political arena by licensing official parties, like the Sufi-dominated Egyptian Tahrir Party. Despite the weak coordination between “civil” parties and their lack of preparedness, most of these new parties, including the Adl (Justice) Party, the Egyptian Social Democratic Party and al-Masriyin al-Ahrar (Free EgyptiansParty), are working hard to catch up. One the oldest and most organized parties in the civil camp, the Wafd, will benefit from established support networks, although the party has recently suffered from internal disputes over its alliance with Brotherhood prior to its withdrawal from the Democratic Alliance.Although Islamists had an antagonistic relationship with the former regime, the FJP and other Islamist forces have shown support for the SCAF since Mubarak’s fall, Islamists forces are taking a very different and more cooperative approach to the current military leadership in an effort to carve out a strong role for themselves in the new political system. Early on in the transition, the Muslim Brotherhood showed support for the SCAF by backing the constitutional declaration in March 2011. But the alliance between Islamists and the SCAF began to deteriorate in July, after large-scale demonstrations by the FJP and other groups fueled fears of an Islamist takeover. As Islamists became increasingly assertive in the post-revolutionary political order, the SCAF made a clear shift, moving closer to liberal and civil political parties and drafting a set of supra-constitutional principles that Islamists fear would limit their influence over Egypt’s next constitution. In another sign of its alignment with liberal forces, the SCAF appointed two well-known liberals as deputy prime ministers, Hazem al-Beblawy and Ali al-Selmi, who was assigned to draft the new constitutional document.The draft constitutional principles signaled the SCAF’s commitment to preserving a civil state, but political forces soon realized that the document has another important objective: protecting the military’s political and economic privileges and shielding its budget from parliamentary oversight.While these four major coalitions will play an important role in upcoming elections, the polling process will likely give rise to new political forces and unforeseen alliances that could either work together or against one another in the next parliament. The inability of any one party to secure an absolute majority will encourage the formation of new coalitions or mergers between parties with similar orientations such as the more than fifteen new liberal parties that have formed since the revolution.The campaign season and electoral process will likely deepen the division between Islamists and "civil” powers, which has been expanding since the March referendum. Election results are impossible to predict, but Egypt’s next parliament will undoubtedly reflect a fundamentally altered political landscape marked by new voices, alliances and rivalries.

Egyptians have been patiently waiting since the early hours of the morning to cast their ballots on the second day of voting for the parliamentary elections, unfazed by the long lines even though their faces reflect their exhaustion with the deteriorating economic situation and continued political instability.But not all Egyptians attribute such importance to the election. Protesters in Tahrir Square, now entering the eleventh day of their sit-in, are watching the process skeptically, uncertain that elections will help fulfill their core demands: an end to the SCAF's military rule and the formation of a civilian "salvation" government. Meanwhile, the Muslim Brotherhood's Freedom and Justice Party and the other Islamist parties - more organized than their liberal and leftist counterparts - are happy to see elections proceed on time, confident that they will dominate the next parliament and eager to define the rules of the new system on their own terms.But it is clear from observing the first day of polling that there is a strong desire for elections to succeed, on the part of the Egyptian people as well as the SCAF, whose legitimacy has been severely undermined by the latest clashes in Tahrir Square. Renewed confrontation between the people and the regime is starting to look like the second wave of the revolution that started last January, and is now continuing alongside the electoral process.Clashes between demonstrators and the military and security forces subsided noticeably on the eve of elections, with both sides showing restraint in the interest of allowing elections to proceed smoothly. However, the relative lull in protests may be short-lived. Elections could escalate the antagonism and mutual distrust between the SCAF and the major political forces. If the SCAF succeeds in administering reasonably free and fair elections, the result would be to support the military's preferred transitional scenario, which would allow the SCAF to remain in power until presidential elections in June 2012.Looking at the breakdown of candidates competing for the 168 People's Assembly seats that will be contested in the first stage of elections, Islamist parties clearly have a numerical edge over most of their liberal and leftist competitors. Among the 36 parties and coalitions competing in the elections, 7 parties account for 50 percent of the total candidates. Of these 7 parties the three with the most candidates are all Islamist: the Muslim Brotherhood's Freedom and Justice Party (FJP), with 135 candidates; 2) al-Wasat, with 112 candidates; 3) and the Salafi Nour Party, with 108 candidates.In addition to the proportional strength of the Islamist parties in terms of their share of the candidate pool, the well-funded Islamists have a financial edge in disseminating campaign propaganda and are also working to mobilize voters with old-school patronage tactics, such as distributing food and gifts to voters, which continued illegally during the two-day voting process. And while a number of civil parties suspended their campaign activities for nearly a week during the clashes in Tahrir Square, Islamists continued campaigning at full-speed, announcing that they would participate in elections despite the unstable security situation.While Islamist parties have been campaigning aggressively, civil and liberal parties are expressing concerns that the SCAF may be unable and unwilling to administer fair elections. This week, eleven human rights organizations issued a report documenting a range of human rights violations under military rule, confirming that the SCAF is replicating many of the same repressive methods used by the former regime, such as using the media to smear activists and human rights groups while exaggerating the threat of Islamic fundamentalists as a "scare crow" and only alternative to the authoritarian status quo. This "us-or-them" tactic is the same strategy used by Mubarak to retain the support of the U.S. government and resist calls for reform.The authority of the elected parliament and its role in forming a new government could induce serious political conflict. Confident that its candidates will dominate today's elections, the Brotherhood is already maneuvering to shape the scope of the next parliament's powers. Brotherhood spokesman Mahmud Ghozlan said on November 27 that the ruling military council "must task the party which gains the biggest number of seats to form the next government."The SCAF, however, clearly envisions a more limited mandate for the parliament. SCAF member Mamdouh Shahin recently stated that the next People's Assembly will not have the power to form a government or cast a vote of no confidence, noting that the interim constitution issued in March transferred all executive authority - including the power to appoint and dismiss the cabinet - to the interim military leadership. Following the collective resignation of the Cabinet last week, Mohamed ElBaradei called for the formation of a "national salvation government" and offered to lead it, the SCAF rejected his proposal and instead appointed Kamal Ganzouri, a former official in Mubarak's government, as the new prime minister.Despite signs that the SCAF is intent on limiting the powers of the next parliament, voters are still lining up by the thousands to cast their ballots. The dense crowds outside of polling stations are proof that Egyptians are fiercely committed to participating in the political process after nearly six decades of dictatorship, during which the public largely abandoned formal politics out of frustration with the lack of democratic reform.

الإنجاز التاريخي، كما تلقي اتصالات من الوزراء والسياسيين لتبادل التهاني.
وكما استفادت مصر بشكل عام علي المستوي الدولي من
هذا الحدث، استفادت الحكومة أيضاً، خاصة أنه ساهم في تلطيف الأجواء بينها وبين
المواطنين.
وحرص الرئيس مبارك علي مساندة المنتخب الوطني
ومتابعة المباريات النهائية واستقبال اللاعبين وتكريمهم، وحرص الإعلام الرسمي علي
إبراز اتصالات مبارك ونجليه علاء وجمال مبارك بالمنتخب ورعايتهم للفريق وفي بعض
الأحيان التدخل لحل مشاكله.

الدكتور سامي عبدالعزيز، رئيس قسم العلاقات العامة
والإعلان بكلية الإعلام جامعة القاهرة، يفسر ظاهرة الفوائد العديدة هذه، بأن قوة
الإنجاز الذي تحقق تتعدي حدود توظيفه سياسياً. وقال: «علمت أن الرئيس مبارك كان
حريصاً علي مشاهدة كل المباريات كمواطن مصري، ومن هذا المنطلق أري أن مبارك مثله
مثل بقية المصريين تحرك تحركاً طبيعياً كمواطن نِفْسه يفرح».
وأضاف عبدالعزيز: «لا عيب في أن يتم توظيف هذا
الحدث سياسياً، فالمنتخب الوطني مثله مثل أي مشروع ناجح، يستحق أن تتباهي به
الحكومة، لكني متأكد من أن ردة الفعل الأولي كانت عاطفية وتلقائية، مؤكداً أنه
يتمني أن تنتقل عدوي الانتصارات والتفوق لكل المجالات». وأوضح عبدالعزيز أنه أيضاً
لا يوجد مانع من أن يكون الانتصار الكروي ركيزة لحملة علاقات عامة، مشيراً إلي أن
توظيف أي نجاح من أجل التقارب بين الدولة والمواطنين أمر مقبول، خاصة إذا كان
إنجازا حقيقي وقويا.
وقال: «النظام مدرك أهمية نجاح الشباب، لكنه ليس
مجرد أماني ورغبات، وإنما الأمر أداء وجهد وكفاءات، ونحن بدأنا نشعر في الفترة
الأخيرة أن الانتماء ضعف لدي الناس، لكننا اكتشفنا أنه موجود بداخلنا، وما حدث من
انتصار جعله يتفجر بشكل تلقائي».
ويري الدكتور أحمد ثابت، أستاذ العلوم السياسية
بجامعة القاهرة.. أنه عادة ما يسعي السياسيون إلي ركوب موجة الانتصارات الرياضية
لتجديد جماهيريتهم المفقودة، لافتاً إلي أن هذا الأمر يستخدم في كل العالم وليس في
مصر فقط، وقال ثابت: «ما يحدث في مصر من ردود فعل هستيرية مبالغ فيها، يعد نتيجة
افتقادنا تحقيق الانتصارات في المجالات الأخري سواء السياسية أو الاقتصادية وهي
بالطبع أهم من الانتصارات الكروية».
وأكد أن الحكومة تستخدم كرة القدم لإلهاء الناس عن
مشاكلها الحقيقية، وفي بعض الأحيان تمرير قرارات تمس مصالح الناس.
وأضاف: «كنت أتمني أن تستخدم الرياضة لتخفيف
المشكلات الحقيقية مثل الفتنة الطائفية وضعف دولة القانون، وتكريس المساواة وتغليب
الكفاءات علي الوساطة، وإشاعة جو من المنافسة الديمقراطية»
ورفض ثابت المقارنة بين صفر المونديال وتحقيق مصر
إنجازا كرويا، مشيراً إلي أن صفر المونديال كان يتعلق بتقييم العالم لنا وليس
بمجرد فريق كرة قدم.
ورأي السيناريست أسامة أنور عكاشة أن الشعب المصري
كان بحاجة لهذه الفرحة، للخروج مؤقتاً من مشاكله التي تسبب فيها السياسيون الذين
يحاولون استخدام الانتصار لصالحهم. وطلب عكاشة عدم إعطاء الأمور أكثر من حجمها
الطبيعي، قائلاً: «ما حققه فريق الكرة إنجاز، لكننا بحاجة إلي نهضة كروية شاملة،
والاهتمام بفكرة (الرياضة للجميع) عندها يمكن للحكومة أن تتباهي وتستغل ذلك لتحسين

«هيومان رايتس» ترحب بقرار القضاء الإداري لصالح
البهائيين.. والداخلية تدرس الطعن عليه

رحبت كل من منظمتي هيومان رايتس ووتش
والمبادرة المصرية للحقوق الشخصية، بالحكم القضائي الصادر أمس الأول الثلاثاء،
الذي يتيح للبهائيين ترك خانة الديانة في الأوراق الرسمية خالية أو وضع شرطة،
واعتبر البهائيون علي الموقع الرسمي لهم الحكم بمثابة انتصار لحرية العقيدة. ومن
المنتظر أن يتوجه من حصلوا علي الحكم إلي مصلحة الأحوال المدنية مطلع الأسبوع
المقبل لطلب استخراج أوراقهم الرسمية بدون تدوين أي ديانة بها. فيما صرح مصدر أمني
مسؤول بوزارة الداخلية بأن الشؤون القانونية بالوزارة تدرس الحكم، الذي أصدرته
محكمة القضاء الإداري، وذلك تمهيداً للطعن عليه أمام المحكمة الإدارية العليا.
وقال جو ستورك، نائب مدير قسم الشرق
الأوسط وشمال أفريقيا في منظمة هيومان رايتس ووتش، علي الحكومة أن تتوقف عن
استخدام النظام العام والشريعة الإسلامية كذريعة لتبرير التعصب الرسمي، فالمصريون
البهائيون لم يكن يجب أن يضطروا أصلاً للجوء للقضاء من أجل إنهاء هذه السياسية
المسيئة.
وقال حسام بهجت، مدير المبادرة
الشخصية للحقوق الشخصية: لقد جاء هذا الحكم ليصحح سياسة حكومية قائمة علي التميز
علي أساس المعتقد الديني، وإننا نحث الحكومة الآن علي تنفيذ هذا الحكم دون إبطاء
وعدم الطعن علي هذا القرار الواضح للمحكمة.
الجدير بالذكر أن المحكمة الإدارية
العليا قد أصدرت حكماً في ديسمبر ٢٠٠٦ يقضي برفض تدوين «بهائي» في الأوراق
الرسمية. وقال الدكتور رؤوف حليم هندي، الذي صدر الحكم لصالحه، «الحكم هو خطوة
أولي نحو تحقيق المطالب المدنية البسيطة للمواطنين المصريين البهائيين، الذين هم
في حالة موت مدني في ظل توقف جميع معاملاتهم، بسبب عدم استخراجهم أوراقاً رسمية».
وأضاف: «حين رفضت المحكمة طلبنا بكتابة هويتنا الدينية الحقيقية، خففنا مطالبنا
بعدم كتابة أي شيء أو وضع شرطة في خانة الديانة».
وتابع: «رفضنا أن نقهر ونرغم علي
كتابة بيانات غير حقيقية في أوراقنا الرسمية، وهو ما سيعرضنا أيضاً للمحاسبة
القانونية والوقوع تحت طائلة القانون».
وذكر أنه سيتوجه مطلع الأسبوع المقبل
بصحبة فريق المحامين المتضامنين معه إلي مصلحة الأحوال المدنية ومعه صورة من الحكم
القضائي لطلب استخراج شهادات ميلاد لابنيه التوأم نانسي وعماد.
وقال: «لدي آمال وطموحات كبيرة ألا
تضع وزارة الداخلية عراقيل أمام تنفيذ هذا الحكم القضائي لمنع تنفيذه، كما فعلت
عندما حصل البهائيون علي حكم من المحكمة الإدارية العليا عام ١٩٨٣».
من ناحية أخري، أبدي محمد حجازي، الذي
رفضت المحكمة طلبه تغيير خانة ديانته من الإسلام إلي المسيحية أسفه، وقال لـ
«المصري اليوم» إنه سيواصل معركته القانونية من خلال رفع دعوي أخري لزوجته
المتنصرة كرستين في حالة عدم تمكنه من الطعن في الحكم».
وقال: «ما حدث يمثل انتهاكاً لأبسط
حقوقي في الاعتقاد، ولا أفهم ما علاقة الدولة بالدين الذي أعتنقه».
وقال جمال عيد، مدير الشبكة العربية
لمعلومات حقوق الإنسان، إن محامي حجازي سيستأنفون المعركة القضائية بعد إيداع
المحكمة حيثياتها في الحكم، مشيراً إلي أنه إذا كان رفض القضية لأسباب شكلية
فسيتيح الأمر رفعها مرة أخري، أما إذا كان الرفض خاصاً بأسباب في الموضوع، فلا
يمكن رفعها مرة أخري، وفي هذه الحالة سيتم رفع دعوي مشابهة لزوجة حجازي، كرستين أو
زينب.
وقال عيد: «الحكم الذي صدر ليس له
علاقة بالقانون، فقد تم الافتئات علي حق الدفاع وإهمال الطلب الرسمي من الدفاع
لوقف القضية لاستكمال الجوانب الشكلية». وأضاف: «هذا حكم فريد من نوعه في قضية لم
يقدم فيها أي دفاع، هذا الحكم سيظل عقبة أمام حرية الاعتقاد في مصر».
تحذيرات من
تصدير مشاكل غزة إلي مصر.. وإعادة الوضع إلي ما قبل ١٩٦٧

أثار سقوط جدار غزة ودخول الفلسطينيين سيناء،
مخاوف متباينة بين المثقفين والخبراء ورجل الشارع العادي، ففي الوقت الذي تعاطفت
فيه الغالبية مع أهالي قطاع غزة المحاصرين، سادت مخاوف من تصدير مشاكل القطاع
لمصر، وبقاء الفلسطينيين بسيناء، وفي حين حمل البعض الجانب الإسرائيلي مسؤولية
تفجر الأوضاع وما أدي إليه من نزوح الفلسطينيين، انتقد آخرون السياسات المصرية
التي أدت إلي ما حدث.
وقال الدكتور عماد جاد، رئيس تحرير مجلة «مختارات
إسرائيلية» بمركز الأهرام للدراسات السياسية والاستراتيجية، إن هناك طرحين في
إسرائيل، فيما يتعلق بالأزمة علي الحدود المصرية، الأول: أن ترجع الإدارة المصرية
لقطاع غزة ما كان في الفترة من ١٩٤٨ إلي عام ١٩٦٧، وما تبقي من الضفة الغربية يخضع
للإدارة الأردنية.
وأشار إلي أن الفكرة الآن تطورت وطرح بعض الخبراء
الإسرائيليين فكرة أن تعطي مصر جزءاً من سيناء لقطاع غزة ويتم توسيعه بشكل كبير،
وعندما حدثت الأزمة علي الحدود المصرية، نادي بعض الإسرائيليين بفك الارتباط مع
غزة، وتصدير المشكلة لمصر.
وقال إنه علي الناحية الأخري ليس في خطط
الفلسطينيين الذين عبروا الحدود أن يستقروا في سيناء، ولكن هم يريدون كسر الحصار
الإسرائيلي، وما حدث يدخل في إطار السلوكيات البشرية، خاصة مع وجود امتداد
للعائلات علي جانبي الحدود في رفح الفلسطينية ورفح المصرية.
وتوقع جاد أن يعود الفلسطينيون إلي غزة مرة أخري،
لكن الحدود ستظل تشهد مشاكل من هذا النوع.
وأكد أن المدخل الصحيح لعدم تكرار المشاكل علي
الحدود المصرية هو الحوار بين فتح وحماس.
ولفت إلي أنه وسط الفوضي التي حدثت علي الحدود لا
يستبعد أن يتم تهريب أسلحة سواء من قبل التنظيمات السياسية أو الإجرامية.
وأكد أن القول بوجود القاعدة في غزة لا يعني فقط
وجود أتباع بن لادن، ولكن الخطورة أنه يمكن لأي مجموعة أن تعتنق نفس أفكار
القاعدة، حتي ولو لم تنتم إليها تنظيمياً، إضافة إلي أن تنظيمات سياسية ومن بينها
حماس، هي تنظيمات متشددة.
أما أمين المهدي، الخبير في الشؤون الإسرائيلية،
فقد حذر من خطورة الوضع في سيناء، وقال إن قيام حماس بفتح الحدود أعاد إليها
الشعبية بين الغزاويين، والسؤال الصعب هو: كيف ستتعامل مصر مع جماهير موالية لحماس
علي أرض سيناء، لقد أصبح لدينا إمارة طلبانية في غزة لها نفوذ سياسي في شمال سيناء
في ظل الفراغ السياسي في سيناء، الذي هو جزء من الفراغ السياسي العام في مصر.
من جانبه، قلل ضياء رشوان، رئيس وحدة النظم بمركز
الأهرام للدراسات السياسية والاستراتيجية من التحذيرات من التوتر الأمني بسيناء،
نتيجة دخول الفلسطينيين غزة، مشيراً إلي أن السلاح الفلسطيني لا يستخدم إلا في
مواجهة المحتل الإسرائيلي، وهو أمر طبيعي لمقاومة المحتل.
وقال إن الفلسطينيين لم يقدموا كل هذه التضحيات
أمام إسرائيل لكي يتركوا أراضيهم ويأتوا ليوطنوا في مصر، بينما كان الأولي «أن
يقبلوا العروض الأمريكية والإسرائيلية بتعويض اللاجئين»، وأضاف رشوان: «ما أخشي
منه ليس تسلل عناصر متطرفة،
ولكن الاختراق الإسرائيلي سواء المباشر أو غير
المباشر»، موضحاً أن إسرائيل منذ تفجيرات سيناء وتحديداً منذ أكتوبر ٢٠٠٤، تصرح
بأن سيناء أصبحت محلاً لتنظيم القاعدة. كما أن ما يحدث الآن وما حدث خلال تفجيرات
سيناء الثلاثة، يمكن قراءته في إطار رغبة إسرائيل في إخضاعها لإدارة أمنية
إسرائيلية أمريكية مصرية مشتركة».
وأشار إلي أن غزة كانت دائماً تمثل هاجساً
إسرائيليا لأن المقاومة فيها لا تنقطع طوال الوقت، وما يحدث أنها تريد إلقاء الكرة
في الملعب المصري، وقال: «الخطر الحقيقي أن تتعرض القضية الفلسطينية للتصفية
بالشكل الذي ترغبه إسرائيل، وأن يتم فصل غزة عن الجسد الفلسطيني، والانشقاق
الفلسطيني إزاء هذا التحدي».
وأكد رشوان أن السياسات المصرية تجاه هذه الأزمة
أكثر تعقلاً من المثقفين المصريين الذين يتعاملون مع الأمر بسطحية.
وقال الدكتور أحمد ثابت، أستاذ العلوم السياسية
بجامعة القاهرة، إن علي النظام المصري مسؤولية قانونية وأخلاقية، وهي الحفاظ علي
الحدود المصرية، وأن يكون لها الرأي الأول والأخير في دخول وخروج الفلسطينيين
والسلع والمواد التموينية.
وأكد أن المسؤولين المصريين يحاولون إيهام الشعب
بأن إسرائيل تريد تصدير المشكلة الفلسطينية لمصر، وهذا غير صحيح، فتنظيم إدارة
المعابر في القطاع يخضع لاتفاقية أطرافها «إسرائيل، السلطة الفلسطينية، مصر،
الولايات المتحدة، الأردن»، وهناك شرط في الاتفاق هو ضرورة موافقة الأطراف الموقعة
علي الاتفاقية علي فتح المعابر، ولكن هذه الاتفاقية ليست قيداً علي مصر إذا ما
تعلق الأمر بسيادتها ومن ثم فلا ينبغي أن يوحي النظام المصري بأن ما يحدث هو
مسؤولية إسرائيل.

بتعديل اتفاقية السلام لحفظ الأمن علي الحدود

أدت الأزمات الأمنية المتكررة علي الحدود المصرية
مع قطاع غزة إلي بروز الحاجة لمراجعة الجزء الأمني باتفاقية السلام مع الجانب
الإسرائيلي، ليتيح نشر مصر لمزيد من القوات في سيناء لمراقبة الحدود ومنع التهريب
الذي يثير التحفظ الإسرائيلي والأمريكي.
وأشار الخبير الأمني اللواء محمد نبيل فؤاد إلي أن
مصر دأبت علي طلب تعديل الاتفاقية بما يسمح بنشر مزيد من القوات المصرية لمتابعة
الحدود، إلا أن الجانب الإسرائيلي رفض المطالب المصرية. موضحاً أنه طبقاً
للاتفاقية فإنه يجوز لأي من الطرفين طلب تعديلها بشرط موافقة الطرف الآخر.
وأكد أنه من المنطقي الآن وبعد قرابة ثلاثين عاماً
علي توقيع الاتفاقية، أن يتم مراجعتها طبقاً للمستجدات.
وأوضح أنه في حالة إقدام مصر علي زيادة قواتها من
جانب واحد سيعد هذا نوعاً من خرق الاتفاقية، وهذا لا يعني قيام حرب، ولكنه سيؤدي
إلي إثارة إسرائيل مشاكل علي المستوي الدولي.
وقال: «متطلبات المصلحة الوطنية والأمن القومي
تسبق أي شيء حتي ولو كانت اتفاقيات، وفي حالة رفض إسرائيل تعديل الاتفاقية،
واقتضاء دواعي الأمن القومي نشر قوات تكون الأولوية للأمن القومي بغض النظر عن
الاتفاقية».
ولفت إلي أن سماح مصر للفلسطينيين بالعبور إلي
أراضيها يعد مخالفاً للاتفاقية، لكن المبرر المصري كان لأسباب إنسانية، حيث قالت
مصر إنها لن تسمح بتجويع الفلسطينيين، ولا يستطيع أحد أن يلوم الموقف المصري.
من جانبه أكد الدكتور محمد نصر مهنا أستاذ العلوم
السياسية بجامعة أسيوط أن إسرائيل لن تقبل بتعديل الاتفاقية، وستصر علي عدم
تعديلها لإحراج الجانب المصري.
وأكد أن هناك حاجة لمراجعة الاتفاقية في ضوء
الظروف الراهنة، مشيراً إلي أن مصر التزمت بالاتفاقية، ولكن إسرائيل لن تلتزم
بالاتفاقيات الدولية في تعاملها مع الفلسطينيين.
ولفت إلي أن الاتفاقيات الدولية تنص علي التزام
المحتل بتوفير الحاجات الإنسانية للشعب الذي يحتله وهو ما لم تفعله إسرائيل.
وقال أحمد الحملي الخبير في الملف الإسرائيلي إن
مخالفة مصر الاتفاقية سواء في مسألة الحجاج أو في دخول سكان غزة مصر كان بدافع
إنساني يعلو فوق أي اتفاقيات.
وأوضح أن انسحاب الجانب الأوروبي من مراقبة معابر
قطاع غزة بعد اجتياح حماس أدي إلي حدوث خلل تعاني مصر من تبعاته، وإن لم يحدث
استدراك لهذا الأمر فستظل المشاكل الحدودية قائمة.

إسماعيل: استقواء النظام بعلاقته مع أمريكا سبب موقفه «الانفعالي» من
القرار الأوروبي

أكدت جميلة إسماعيل، زوجة الدكتور أيمن نور، أن
القرار الصادر من الاتحاد الأوروبي يعكس واقع حقوق الإنسان في مصر، وأبدت اندهاشها
من رد الفعل المصري «الهستيري»، خاصة من مجلس الشعب.
وقالت: «المفترض أن نواب الشعب وعلي رأسهم الدكتور
فتحي سرور، يعلمون أن كل ما جاء في التقرير صحيح، والقرار نفسه ليس بأمر جديد، فقد
سبق أن وجه الاتحاد الأوروبي اللوم للبرلمان المصري ورئيسه لأنه لم يتمكن من حماية
عضو زميل هو الدكتور أيمن نور.
وأشارت إلي أنها كانت مدعوة لحضور هذه الجلسة
واعتذرت لأسباب شخصية، ونفت جميلة أن يكون لها دور في صدور هذا القرار، مشيرة إلي
أن ما جاء بالتقرير الأوروبي ليس جديداً، فمعظم منظمات حقوق الإنسان أصدرت تقارير
مشابهة.
وأشارت إلي أن السبب في رد الفعل الانفعالي هو
حالة الاسترخاء والاستقواء والدفء، التي شعر بها النظام المصري بعد زيارة بوش،
ويبدو أن موقف الاتحاد الأوروبي صادماً في الفترة التي شعروا فيها باطمئنان تام
وكامل.
فيما وصف أمير سالم، رئيس الجمعية الوطنية لحقوق
الإنسان، الموقف المصري العنيف تجاه قرار الاتحاد الأوروبي بالحماقة التي لا تمت
للدبلوماسية بشيء، معتبراً أن هذا الموقف المعتمد علي الاطمئنان للانسحاب الأمريكي
من دعم ملف حقوق الإنسان والديمقراطية، قد يؤدي إلي عواقب وخيمة في علاقة مصر
بالاتحاد الأوروبي والمجتمع الدولي.
وقال سالم، الذي زار البرلمان الأوروبي في مايو
٢٠٠٦ وحضر جلسة استماع عن أوضاع حقوق الإنسان في مصر، أن مصر لم تلتزم بتطبيق البند
الثاني من اتفاقية الشراكة الأوروبية المصرية التي تنص علي أن مصر ملتزمة أمام
الاتحاد الأوروبي بالبند الثاني الذي ينص علي تعزيز الديمقراطية وحقوق الإنسان،
مشيراً إلي أنه طبقاً لهذه الاتفاقية المصرية الأوروبية فإن تقرير البرلمان
الأوروبي لا يعد تدخلاً في الشأن المصري.
واعتبر أن موقف الحكومة المصرية الذي يرفض حق
البرلمان الأوروبي في إبداء رأيه، يعد تدخلاً في حق البرلمان الأوروبي أن يكتب ما
يشاء من تقارير.
وقال: «الموقف المصري يعد تدخلاً في شأن البرلمان
الأوروبي بطريقة غير طبيعية، ويعد حماقة شديدة لا تمت للدبلوماسية بصلة».

تعتقد ميشيل دن، كبيرة الباحثين في معهد كارنيجي
للسلام الدولي، رئيسة تحرير «نشرة الإصلاح العربي» أن الشعب المصري من حقه أن تتاح
له الفرصة ليقرر موقفه تجاه الديمقراطية، بعيداً عن وصاية من أحد، وتري أن النظام
الحاكم في مصر لم يسمح بمنافسة حقيقية، فهي تتطلب شجاعة التخلي عن السلطة والتسليم
بإمكانية تداولها.
عملت ميشيل دن في البيت الأبيض فيما بين عامي ٢٠٠٢
و٢٠٠٣، وحاولت خلال هذه الفترة رأب الصدع في العلاقات الأمريكية مع الدول
الإسلامية، والتأكيد علي الفصل بين الحرب علي الإرهاب والإسلام كدين، ونظمت لقاءات
جمعت الرئيس بوش بالجالية الإسلامية في الولايات المتحدة، وتعتبر من أبرز خبراء
الشأن المصري في مركز البحوث الأمريكية.
التقينا بها أثناء زيارتها القاهرة لحضور مؤتمر
الحزب الوطني الذي دعيت إليه للمرة الثالثة علي التوالي.
* هناك حالة من الإحباط العام تسود الأوساط السياسية
والشعبية في مصر، هل يبدو لك الأمر محبطاً؟
- أي بلد في مرحلة تغيير أو مرحلة انتقالية يشهد
فترة من النشاط، تعقبها فترة من الركود، ثم تعود القوة السياسية للنشاط مرة أخري،
وذلك لأن التغير السياسي لا يسير في خط مستقيم.
كنت قلقة بخصوص بعض التطورات في مصر مؤخراً، إلا
أنني أعتقد أن هناك تطورات مهمة حدثت تبعث علي التفاؤل، مثل حرية التعبير، وظهور
الإعلام المستقل، والتوسع في المنظمات غير الحكومية، لكن للأسف رأينا مؤخراً الحكم
علي رؤساء تحرير الصحف في أمور متعلقة بانتقاد الحكومة، علاوة علي إغلاق منظمتين
حقوقيتين، وأتمني ألا يكون هذا توجهاً جديداً لدي الحكومة.
ويبدو لي أنه مازال هناك نوع من الحيوية والشجاعة
في الإعلام والصحافة، وأن الناس علي استعداد لمواصلة الضغط من أجل حرية تعبير
أكبر، حتي لو واجهوا مشاكل من الحكومة، وآمل أن يستمر هذا، وأن تكون القضايا
الأخيرة مجرد حالات فردية لا تعبر عن اتجاه عام للعودة عن الحريات، التي تم
اكتسابها خلال العامين الماضيين.
* هل تلمسين من خلال حضورك مؤتمر الحزب الوطني
الأخير أن هناك نية للتوريث؟
- من الملاحظ أنه في كل مرة ينعقد مؤتمر الحزب
الوطني تزداد أهمية دور جمال مبارك، ويظهر كأبرز مرشح، وهناك أشياء كثيرة تم
ترتيبها لكي يصبح المرشح الأبرز للحزب الوطني، لكن هناك الكثير من الأشياء التي لا
نعلمها، والتي ستؤثر علي الانتخابات الرئاسية القادمة، ماذا ستكون الظروف؟ وماذا
سيحدث في ذلك الوقت؟! أعتقد أنه من الصعب جداً معرفة هذا مسبقاً.
* هل تعتقدين أن النظام الحالي في مصر يمكن أن
يستمر في اتجاه فتح المجال السياسي بشكل حقيقي؟
- يمكنهم إذا أرادوا، لكن المشكلة أنهم الآن
يقولون إنهم يصلحون القوانين والدستور، ولكن ما لم يفعلوه أنهم لم يفتحوا الباب
بشكل حقيقي لمنافسة حقيقية، وهذا شيء لابد أن يفعلوه، لابد أن يواجهوا هذا الأمر
ويقرروا إذا كانوا يؤمنون بتداول السلطة، عن طريق السماح بالمنافسة وإمكانية أن
يخسروا الانتخابات يوماً ما، هذا أمر بمقدورهم أن يفعلوه، لكنه صعب للغاية علي أي
مجموعة بقيت في السلطة أن تتخلي عنها.
* كتبت في ورقة بحثية، بالاشتراك مع الدكتور عمرو
حمزاوي والدكتور نيثان بروان أن الفترة المقبلة ستكون مهمة جداً في العلاقات
المصرية - الأمريكية، لأن هذه المرحلة ستشهد انتخاب رئيس مصري جديد.. هل تعتقدين
أن الولايات المتحدة تعلم من ستساند لخلافة مبارك؟
- أنا متأكدة بشكل كامل بشأن هذا الأمر أكثر من
تأكدي بالنسبة لمن سيخلف مبارك، فلا توجد رؤية محددة للولايات المتحدة فيمن تساند،
ولا يوجد حتي مجرد حوار بين الولايات المتحدة والحكومة المصرية بخصوص من سيأتي بعد
مبارك، فقد أخبرني مسؤولون أمريكيون أنهم يريدون سحب يدهم من هذا الأمر، وهم
يعتقدون أنه ليس من المناسب التدخل ومساندة مرشح بعينه.
إن حكومتنا لا تفكر بشكل استراتيجي لمشكلات
مستقبلية، وحتي أكون أمينة فالإدارة تتعاطي مع المشاكل الآنية، وليست لديهم رؤية
استراتيجية.
* هل توقفت الإدارة الأمريكية عن دعم الديمقراطية؟
- أود التأكيد علي أن التغيير في مصر هو مسألة تخص
المصريين، وليس الولايات المتحدة.
وإذا كان الاتجاه الآن في الولايات المتحدة يبتعد
عن نشر الديمقراطية، فإن الحديث عن الأمر سيعود ربما ليس خلال هذه الإدارة، وربما
سيشجع الولايات المتحدة علي استئناف دعمها للديمقراطية في مصر بنفس القوة التي
كانت بين ٢٠٠٣ و٢٠٠٥ ما سيقوم به الناس في هذه المنطقة وما إذا كان سيكون هناك
حراك ديمقراطي عندها سيكون علي الولايات المتحدة القيام برد فعل حيال ذلك.

جزءاً من السياسة الخارجية الأمريكية، والأمر الجديد في إدارة الرئيس بوش هو
التركيز علي نشر الديمقراطية في الشرق الأوسط.. بوش لم يخترع هذه السياسة فكل
الرؤساء الأمريكيين السابقين كان لهم باع في هذا الأمر.
* ألم يكن نشر الديمقراطية جزءاً من خدمة المصالح
الأمريكية بالخارج؟
- أحياناً.. لكن لا تنس أنه كانت هناك علاقة صداقة
بين الإدارة الأمريكية والحكام الديكتاتوريين، ووقفت الإدارة بجانب القوي
الإصلاحية، مثلما حدث علي سبيل المثال في الفلبين.
المصالح الأمريكية دائماً مهمة ومسألة نشر
الديمقراطية بالخارج واحدة من هذه المصالح، لكنها ليست المصلحة الوحيدة.
والسؤال هو: هل كانت مسألة نشر الديمقراطية في
الشرق الأوسط تحظي باهتمام الإدارة الأمريكية؟ الإجابة أنه لم يكن هذا الأمر علي
الأجندة الأمريكية كلية، لكنه الآن أصبح علي رأس الاهتمامات الأمريكية في المنطقة،
ولفترة وضعه بوش علي رأس الأجندة ولكن الآن تراجع إلي الوراء لكنه لم يختف كلية.
* لكنهم يساندون الآن الأنظمة الديكتاتورية في
الشرق الأوسط أكثر من مساندة الحركات الديمقراطية.
- لم أكن أنتظر من الإدارة الأمريكية والرئيس بوش
أن يقطع العلاقات بالأنظمة القديمة.
* لكن الإدارة الأمريكية تقدم الدعم لهذه الأنظمة
من أجل البقاء؟
- الإدارة لديها علاقة مستمرة مع هذه الأنظمة
وتقدم لها مساعدات عسكرية مستمرة، وللعلم فهذه المساعدات يستفيد منها الجانبان.
ولا أعتقد أن استمرار هذا التعاون ينظر إليه من جانب الإدارة علي أنه مساعدة لهذه
الأنظمة للبقاء في الحكم. فهم يحاولون مثلاً تشجيع الحكومة المصرية علي فتح تدريجي
للمجال السياسي للمنافسة السياسة، وتطوير المؤسسات السياسية. إن مساندة التحول
الديمقراطي لا تعني أنهم سيقطعون العلاقات فجأة مع كل الحكومات في المنطقة.
* ما رأيك في التهديدات المستمرة بقطع المعونة
الأمريكية لمصر؟
- في اعتقادي أن هذا لن يحدث هذا العام، ولكن
الأمر المهم أننا نسمع عاماً بعد الآخر مطالب متزايدة من الكونجرس بخصوص
المساعدات، وهذا ما أعنيه من أن العلاقات المصرية - الأمريكية بحاجة إلي تجديد.
الناس في كلا البلدين يريدون أن تستمر العلاقات
ولكن يجب عليهم أن يدرسوا كيفية إعادة بناء العلاقات.
دائماً كانت العلاقات المصرية - الأمريكية تسير
علي قدمين، إحداهما تعتمد علي التعاون والمسائل الإقليمية، وهذا المحور يعتمد علي
الدبلوماسية والعلاقات العسكرية والاستراتيجية، والقدم الأخري هي التعاون للتطوير
والإصلاح في مصر.
* بعد انتخابات ٢٠٠٥، ونجاح حماس وحصول الإخوان
علي ٢٠% من مقاعد مجلس الشعب، وما تبع ذلك من تراجع الإدارة الأمريكية عن دعم
الديمقراطية، كيف ستحل الإدارة الأمريكية جدلية العلاقة بين الرغبة في الدفع في
اتجاه نشر الديمقراطية والخوف من وصول الإسلاميين للحكم؟
ـ لا شك أن انتخاب حماس في فلسطين أدي إلي مشكلة كبيرة
بالنسبة للإدارة الأمريكية، ومع ذلك حتي الآن الرئيس بوش يدافع عن الدعم الأمريكي
للانتخابات الفلسطينية، ويقول إن دعم الانتخابات الفلسطينية كان الشيء المناسب
الذي كان يجب فعله، وأن الانتخابات كانت حرة ونزيهة.
المشكلة كانت مع حماس بسبب وصولها للسلطة، واستعمال
الإرهاب، والرغبة في تدمير إسرائيل، لكن اشتراك الإخوان المسلمين في البرلمان
المصري لم يكن مشكلة كبيرة في وجهة النظر الأمريكية.
* هل يعني ذلك أنهم من الممكن أن يقبلوا بفوز
الإخوان بالانتخابات البرلمانية في مصر؟
- الآن هم لا يتوقعون فوز الإخوان بالأغلبية حتي
في البرلمان وليس الرئاسة، لكن الإدارة الأمريكية ليس لديها أي مشكلة في مشاركة
الإخوان في الحياة السياسية في مصر، المشكلة الحقيقية كانت حماس، وطبعاً ذلك يمكن
أن يكون بسبب أن الصراع الإسرائيلي - الفلسطيني قضية حساسة جداً للولايات المتحدة،
فقد تعرضت الإدارة لانتقادات شديدة بسبب حماس، وعلت بعض الأصوات عقب الانتخابات
الفلسطينية تلوم الإدارة وتقول: أنتم أفسدتم كل شيء في فلسطين بسبب تشجيعكم
الديمقراطية.
* وما رأيك في الخوف من وصول الإخوان للحكم؟
- ٧٠% من المصريين لا يشاركون في الانتخابات، ومن
ثم لا نعرف ما هي توجهاتهم وماذا يريدون.. من سيؤيدون.. لا نعرف، وأعتقد أن الشعب
المصري يستحق أن تتاح له الفرصة للتعبير عن نفسه سياسياً وتنظيمياً.
* لماذا فشلت المنطقة العربية في اللحاق بالموجة
الثالثة من الديمقراطية؟، وإلي متي ستظل تفشل؟، ومتي ستلحق بأي موجة من موجات
الديمقراطية؟
ـ أعتقد أن التغيير السياسي قادم للعالم العربي،
ونحن نري علامات لذلك الآن، لكن صعب بالنسبة لي التنبؤ بذلك، لقد رأينا تغييرات
علي الهامش، لكن حتي الآن لم نشهد تغييراً حقيقياً في أي من الدول العربية، الدول
الوحيدة التي حدثت فيها تغييرات كبيرة هي العراق، وذلك بسبب الغزو العسكري،
وفلسطين، التي تشهد الآن فوضي عارمة.
رأينا تطورات كبيرة في مجال نشر المعلومات وحرية
التعبير، وزوال التابوهات.. ونري جيلاً جديداً متصلاً بشكل أكبر مع العالم
الخارجي، ورغبة الكثيرين أن يروا هذا البلد متنافساً مع العالم في ظل العولمة.
شهدنا تغييرات كبيرة، ولكن متي ستترجم هذه
التغييرات إلي تغيير سياسي حقيقي؟ لست متأكدة، ولكن أعتقد أن هذا سيحدث يوماً.


الأقصر
بلدنا.. تجمع بلير وساركوزي مع غريمهما لاريجاني

خطفت مدينة الأقصر الأنظار في احتفالات الكريسماس
ورأس السنة، فبعيدا عن هموم السياسة ومشاكلها، قرر عدد من كبار الشخصيات السياسية
في العالم الاسترخاء بين آثارها، حيث وصل أمس الخميس إلي الأقصر كل من توني بلير،
رئيس وزراء بريطانيا السابق ممثل الرباعية الدولية للسلام في الشرق الأوسط
وعائلته، في نفس التوقيت الذي وصل فيه علي لاريجاني الأمين العام للمجلس الأعلي
للأمن القومي الإيراني، بصحبة أسرته، فيما كان الرئيس الفرنسي يقضي إجازته بصحبة
صديقته كارلا بروني في المدينة التي تضم ثلث آثار العالم.
وعقب وصوله بساعات قليلة قام بلير وأسرته بجولة في
المعالم السياحية للأقصر، ومنها معبد الكرنك، ومن المقرر أن يقضي بلير يومين
بالأقصر في فندق «أولد ونتر بالاس» حيث كان يقيم ساركوزي وصديقته، وتتضمن جولة
بلير زيارة لوادي الملوك ومعبد حتشبسوت مستقلين البالون الطائر.
فيما غادر ساركوزي أمس المدينة متجها إلي مدينة
شرم الشيخ بعد زيارة استمرت لمدة ثلاثة أيام بصحبة صديقته، وأحد نجليه قام خلالها
بزيارة للبر الغربي للمدينة، كما زاروا مقبرة رمسيس الثاني. وقالت وكالة الأنباء
الفرنسية إن ساركوزي مارس رياضة الجري علي كورنيش الأقصر لمسافة ١٠ كيلو مترات،
والتقط بعض الصور التذكارية مع السياح.
وفي التوقيت نفسه، وصل لاريجاني وعائلته إلي
المدينة الخالدة بصحبة أسرته، وذلك بعد جدول مشحون باللقاءات الرسمية بدأها عقب
وصوله إلي القاهرة الاثنين الماضي. مصادر مطلعة أكدت لـ«المصري اليوم» أنه لا توجد
علاقة عمل بين زيارة لاريجاني للأقصر في نفس الوقت مع بلير وساركوزي.

للمرة الثانية خلال أسبوعين، تبدي «الخارجية»
المصرية اهتمامها بشعب دولة بليز الشقيق، وتؤكد وصول المساعدات الإنسانية في أعقاب
الإعصار الذي ضرب المنطقة الشمالية بها وأدي إلي تشريد ما يقرب من ١٨٠٠ أسرة.
وصرح السفير هشام النقيب، مدير إدارة الإعلام
والدبلوماسية العامة- في بيان صحفي أمس- بأن السفير علي حسام الدين الحنفي، سفير
مصر في المكسيك قام يوم ١٨ ديسمبر الجاري بتسليم المعونة الطبية المقدمة من جمعية
الهلال الأحمر المصرية إلي هيئة الصليب الأحمر بدولة بليز.
وقال النقيب «وقد أكد سفيرنا في المكسيك علي هامش
مراسم تسليم المعونة المصرية علي تضامن مصر حكومة وشعبا ومجتمعا أهليا مع دولة
بليز في الظروف الصعبة التي مرت بها ولاتزال، وعلي الاعتزاز بمشاعر الامتنان
والعرفان من مختلف المسؤولين البليزيين، فضلا عن تأكيد سيادته علي أن تلك التطورات
في العلاقات من شأنها أن تعزز صلات الشعبين في المستقبل».
وقال الدكتور جهاد عودة، رئيس قسم العلوم السياسية
بكلية التجارة جامعة حلوان: «يبدو أن وزارة الخارجية المصرية فقدت بوصلتها في
تحديد من تساعد، حيث يجب أن تخدم السياسة الخارجية المصالح المصرية».
وطلب عودة من المتحدث باسم الخارجية إيضاح العائد
علي مصر من مساعدة دولة بليز.
وأضاف «لدي مشكلة بشأن مساعدة دولة ليس لنا مصالح
معها، إحنا مش فاتحينها جمعية اجتماعية».
وقال السفير ناجي الغطريفي المتحدث الأسبق باسم
وزارة الخارجية «المساعدات هي تقليد دولي يعبر عن التضامن الإنساني مع أي شعب يلحق
به ضرر، والمعونة تكون في الغالب رمزية».
ولفت إلي أن الأمر يصبح غير مقبول في ظل الأوضاع
المتردية التي يعاني منها الشعب المصري، فلدينا أسر تعيش في العشوائيات في ظروف
تشبه المخيمات، التي يعيش فيها متضررو الكوارث الطبيعية».


شقق إيجار
للأجانب فقط في الزمالك والمعادي وجاردن سيتي.. هرباً من مماطلة المصريين
ومشاكلهم

عندما دله صديقه الأجنبي علي عقار يؤجر شققاً
مفروشة، لم يتصور «عصام» أن يرفض المسؤول عن العقار تأجير شقة له بحجة أنه مصري..
ولم يكن العقار رقم ٢٠ شارع نوبار المواجه لوزارة الداخلية هو المكان الوحيد الذي
يرفض تأجير شققه الخاوية للمصريين، حيث تحول الأمر إلي ظاهرة في أحياء أخري مثل
الزمالك، لدرجة أن صاحب محل تجاري في شارع البرازيل أعلن عن تأجير شقة وذيل إعلانه
بعبارة كتبت بخط واضح «للأجانب فقط».
لم يعان «عصام» وحده من هذه الظاهرة، حيث توجه
صديقه وزوجته الإيطالية لاستئجار شقة، فرفض مسؤول العقار وإن أبدي استعداده
لتأجيرها لزوجته الإيطالية، بينما رفض صاحب عقار في الزمالك التأجير لمصري رغم أنه
يحمل الجنسية الأمريكية.
«عاشور حامد» المسؤول عن تأجير شقق العقار رقم ٢٠
في شارع نوبار أكد أنه لا يؤجر شققاً للمصريين، حسب تعليمات صاحب العقار، وبرر
موقفه قائلاً: الأجانب بتريحنا أكتر، ونؤجر لهم لمدة عام واحد ثم يتركون المكان
دون مشاكل، وأضاف: صاحب العقار سعودي، وبمجرد إخلاء أي شقة من مستأجرها المصري يتم
«تفويرها» وتأجيرها للأجانب.
وأكد «عبدالسيد فؤاد» سمسار عقارات في جاردن سيتي
أن هناك أسباباً موضوعية وراء رفض أصحاب العقارات التأجير للمصريين، وقال: ليس
مجرد تمييز، بل لأن صاحب العقار يضمن التزام الأجنبي بشروط العقد، وأنه سيترك
الشقة إن آجلاً أو عاجلاً، بينما يخشي من مماطلة المستأجر المصري، فضلاً عن أن
الأجنبي أقل في مشاكله من المصري.
وتقول منال الطيبي، مديرة المركز المصري لحقوق
السكن: الحكومة نفسها تمنع بعض الأشياء عن المصريين وتتيحها للأجانب، ففي بعض
الأوقات تغلق بوابة دخول منطقة الأهرامات من شارع الهرم علي المصريين وتسمح فقط
للأجانب بالدخول.
وتضيف: إذا كان هذا هو سلوك الحكومة فليس مستغرباً
أن يقوم أفراد بممارسة السلوك نفسه ضد المواطنين، وتؤكد أنه لا يوجد شيء يمنع صاحب
العقار من التأجير للأجنبي والامتناع عن التأجير للمصريين، فالقوانين تعطي المالك
كامل الحرية في التصرف بالبيع لمن يشاء.
والأمر لا يقتصر علي تفضيل التأجير لأجانب في
مناطق مثل المعادي والزمالك وجاردن سيتي، ففي مناطق أخري مثل المهندسين والهرم
يفضل البعض التأجير للعرب، ففي شارع مصر الثورة بالهرم لايؤجر أصحاب العقارات إلا
لعرب.
بينما يري عصام سلطان المحامي أن تفضيل البعض
التأجير للأجانب ليس فيه تمييز ضد المصريين، فعقد الإيجار عقد شخصي، يعتمد علي
حرية التعاقد، بينما يكون التمييز هو من القرارات التي تصدر عن السلطة العامة وليس
الأفراد.
ويشير إلي أن هناك عدة اعتبارات تحكم عملية
التأجير، فالبعض مثلاً يفضل أن يؤجر لأشخاص يشغلون مراكز مرموقة لأنه سيضمن أن
يحصل علي الإيجار شهرياً دون مشاكل، والبعض يرفض التأجير لشخص أعزب في عقار به أسر
تريد الحفاظ علي خصوصيتها.
ويقول: مسألة تفضيل التأجير لأجانب منتشرة في
أماكن كثيرة في مصر، حيث يتميزون بمحافظتهم علي العقار والمنقولات وسدادهم الإيجار
في موعده وبالعملة الصعبة في بعض الأحيان.

محامي
الإخوان: لم نتأكد من إسقاط تهمتي الإرهاب وغسيل الأموال.. وقرار المحكمة
به عبارات مطاطة

أكد عبدالمنعم عبدالمقصود، محامي جماعة الإخوان
المسلمين، أن تعديل هيئة المحكمة لائحة الاتهامات الموجهة إلي أعضاء الجماعة
الـ٤٠، الذين يحاكمون أمام المحكمة العسكرية، سيترتب عليه إعادة التحقيق أمام
النيابة، وتحويل القضية إلي دائرة أخري. وقال إن فريق الدفاع عن المتهمين لم يتمكن
من الحصول علي صورة من قرار المحكمة العسكرية الذي أصدرته الأحد، وأنهم لن يتمكنوا
من قراءة القرار حتي يوم الأحد المقبل، وهو يوم استئناف المحاكمة، بسبب إجازة عيد
الأضحي، مشيرا إلي أن الحديث عن إسقاط تهمتي الإرهاب وغسيل الأموال مجرد استنتاجات
لن يتم التأكد منها قبل قراءة القرار.
وأوضح أنه بناء علي ما تلاه القاضي فإن المحكمة
عدلت الاتهام الموجه إلي المتهمين من «إدارة» تنظيم محظور إلي «الانضمام» إلي
جماعة محظورة، مشيرا إلي أن المحكمة لم تتعرض من بعيد أو قريب لموضوع الإرهاب.
وأضاف أن المحكمة اتهمت الخمسة الموجودين خارج
البلاد بأنهم موّلوا التنظيم بمعونات مالية من خلال اللجنة المالية، ولفت
عبدالمقصود إلي أن كل هذه الاتهامات لم تكن موجودة في القرار السابق، وهو ما
ستترتب عليه إحالة أوراق القضية مرة أخري إلي النيابة العسكرية لتباشر التحقيق في الاتهامات
الجديدة، وإحالة القضية إلي دائرة أخري.
وقال إن هيئة المحكمة لم تصرح بإسقاط تهمة غسيل
الأموال، لكن إذا تم إسقاطها فسيترتب علي ذلك إسقاط تهمة الإرهاب.
وأكد أن العبارة التي استهلت بها هيئة المحكمة
القرار واختتمته بها وهي «علي سبيل الاحتياط» عبارة مطاطة يمكن أن تسقط أي قرار في
حالة الرغبة في العودة عنه.
من جانبه، وصف ضياء رشوان، خبير الحركات الإسلامية
بمركز الأهرام للدراسات السياسية والاستراتيجية، القرار- في حالة صحته- بأنه يمكن
اعتباره عودة للتعامل بين النظام والإخوان بالطريقة المعتادة بتوجيه اتهامات
الانتماء لجماعة محظورة بديلا عن تهمة الإرهاب وغسيل الأموال، لافتا إلي أن هذا
التطور يمكن فهمه علي أنه نوع من التهدئة بين النظام الحاكم والإخوان في سياق
الاستحقاقات المتعلقة بانتخابات المحليات، وألمح إلي أنه من الممكن ألا يخوض
الإخوان الانتخابات في حالة صحة القرار مقابل إسقاط تهمة الإرهاب عن متهمي
الجماعة.
وأضاف أن تصريح مهدي عاكف مؤخراً بأن الجماعة
ستخوض انتخابات المحليات، يمكن فهمه في هذا الإطار، لأن الإخوان عادة لا يعلنون عن
نيتهم خوض الانتخابات قبلها بستة أشهر.
ووصف رشوان تعامل النظام مع الإخوان بأنه يتم وفقا
للطريقة الإسرائيلية في التفاوض، إذ تخلق مشكلة أثناء التفاوض مثل بناء مستوطنة
جديدة، فتتحول المناقشات إلي المشكلة التي خلقوها، ويترك الموضوع الأصلي، ثم تحل
المشكلة الجديدة التي خلقوها وينتهي التفاوض دون الحصول علي شيء.


نظيف قال
لـ«سرايا»: صحافتكم متخلفة فغضب «إبراهيم».. وهاجم الاثنين

انتقد محمد علي إبراهيم، رئيس تحرير «الجمهورية»،
الحوار الذي أجراه أسامة سرايا، رئيس تحرير جريدة «الأهرام»، مع الدكتور أحمد
نظيف، رئيس مجلس الوزراء، السبت الماضي، والذي وصف فيه الصحافة الحكومية بأنها
متخلفة وفقدت دورها الريادي، وامتدح في الوقت ذاته صحيفتين سعوديتين، باعتبارهما
نموذجاً ناجحاً يجب الاقتداء.
واتهم إبراهيم في مقاله أمس سرايا بالتخاذل عن
الدفاع عن الصحافة المصرية، واكتفائه بالقول: «إنه وضع سياسة تحريرية جديدة
للأهرام».
المفارقة أن «المصري اليوم» وجدت صعوبة في الوصول
إلي أحد خبراء الإعلام للتعليق علي الموضوع، حيث قال ٦ منهم إنهم لم يقرأوا مقال
إبراهيم أو حوار أسامة سرايا.
ورفض محمد علي إبراهيم التعليق، وقال لـ«المصري
اليوم»: «المقال كتبته من دماغي، وهو معبر عن رأيي، ولا يوجد أي أغراض أخري من
ورائه»، وحاولنا الاتصال بأسامة سرايا، لكن سكرتير مكتبه قال لنا إنه مشغول في
اجتماع، ولن يتمكن من الرد.
وعلق سامي خشبة، الكاتب الصحفي، بالأهرام بالقول:
«إن وجهتي نظر رئيس الوزراء ومحمد علي إبراهيم لهما مبرراتهما، فرئيس الوزراء يردد
رأياً انتشر في الخارج من تنامي اعتماد مراكز الأبحاث علي (الحياة) و(الشرق
الأوسط) وتراجع الاهتمام بجريدة (الأهرام)».
وقال نجاد البرعي، الأمين العام لجماعة تنمية
الديمقراطية: «هناك شرخ ظاهر في المجموعة الحاكمة أصبح واضحاً جداً، فليس لدينا ما
يمكن أن يطلق عليه مركز قوة واحد، ولكن مراكز قوة متعددة تشبه دولة المماليك حيث
يشتري كل مملوك كبير مجموعة من المماليك للدفاع عنه».



«هيومان رايتس ووتش» تتهم الحكومة بالتمييز ضد
غير المسلمين في «خانة
الديانة»

طالبت منظمة هيومان رايتس ووتش، والمبادرة المصرية
للحقوق الشخصية، الحكومة المصرية بالسماح لكل المواطنين بتسجيل دياناتهم الفعلية
عند إلزامهم بذكر الديانة في الوثائق الرسمية،
وأضافت المنظمتان، خلال مؤتمر صحفي عقد أمس
بمناسبة إصدار تقرير بعنوان «هويات ممنوعة»، أن الحكومة المصرية تقوم بالتمييز ضد
المواطنين غير المسلمين، سواء بعدم السماح سوي بتسجيل إحدي الديانات السماوية
الثلاث، أو بحرمان المتحولين عن الإسلام من إثبات دياناتهم الحقيقية، وذلك بما
يخالف القانون المصري ذاته الذي يكفل الحق في ذلك.
يوثق التقرير انتهاكات وزارة الداخلية نحو
المتحولين عن الإسلام والبهائيين وعدم تسجيل دياناتهم الحقيقية في بطاقة الهوية،
ويعرض شهادات لـ٤٠ حالة تعرضت لانتهاكات.
وقال جو ستورك، نائب المدير العام لقسم الشرق
الأوسط وشمال أفريقيا في المنظمة: «يبدو أن مسؤولي وزارة الداخلية يعتقدون أن من
حقهم اختيار ديانة المواطن حين لا تعجبهم الديانة التي يختارها»، وتابع: «علي
الحكومة إنهاء رفضها التعسفي للاعتراف بالمعتقدات الدينية للأشخاص، فهذه سياسة
تضرب هوية الشخص في مقتل، وتبعاتها تلحق أبلغ الضرر بحياة الأشخاص اليومية».
ورأي ستورك أن سياسة وزارة الداخلية المصرية تقضي
بأنه «إذا كذبتم سنعطيكم الوثائق التي تحتاجونها، لكن إذا قلتم الحقيقة بشأن
ديانتكم سنعقد حياتكم عبر رفض منحكم هذه الوثائق»، وأضاف: «إن هذا الأمر يعني
معاقبة الأشخاص فقط علي أساس معتقداتهم».
وأشار إلي أن الهوية الشخصية عنصر أساسي في الحياة
اليومية، فهي تدخل في كل المعاملات، وهذه الانتهاكات تؤثر علي حياة المواطن بشكل
سلبي.
وأوضح أن منظمة هيومان رايتس ووتش، أرسلت خطاباً
إلي الحكومة المصرية تسألها عن سبب الامتناع عن تطبيق القانون المصري وتدوين
الهوية الدينية الحقيقية لمواطنيها، لكننا لم نحصل علي رد حتي الآن.
ورأت منظمة هيومان رايتس ووتش والمبادرة المصرية
للحقوق الشخصية، أن موقف الحكومة المصرية يدفع بعض المواطنين إلي الحصول علي وثائق
مزورة، مما يجعلهم عرضة لملاحقات قضائية.
وطالب التقرير إسقاط التهم عن أي شخص تمت إدانته
جنائياً بسبب حصوله علي وثائق تحقيق شخصية مزورة، لا لشيء إلا لرفض الحكومة السماح
له بتغيير ديانته من الإسلام إلي المسيحية في هذه الوثائق.
وأوصي التقرير الأخذ بتوصية المجلس القومي لحقوق
الإنسان، بحذف خانة الديانة من وثائق تحقيق الشخصية، وفي الوقت نفسه اتخاذ إجراءات
فورية لضمان تسجيل الديانة في وثائق تحقيق الشخصية الضرورية للحياة اليومية، تعكس
علي نحو صحيح المعتقد الديني الحقيقي للمواطن مهما كان هذا المعتقد، دون وقوع أي
عواقب مدنية أو جنائية عليه.
وطالب بإصدار تعليمات لوزارة الداخلية بوقف ممارسة
الضغوط علي المواطنين للتحول إلي الإسلام، أو لقبول اتخاذ هوية دينية علي غير
إرادتهم، وعقاب المسؤولين الذين يقومون بمثل هذه الممارسات.
واتهم التقرير موظفي الحكومة والمسؤولين عن إصدار
هذه الوثائق المهمة، بأنهم يحرمون المواطنين المصريين من اختيار تغيير ديانتهم من
الإسلام إلي المسيحية «أو أي ديانة أخري»، حيث يقصرون الاعتراف علي الديانات
الثلاث ويرفضون السماح بالتحول عن الإسلام.
وحذر التقرير من خطورة عدم إقدام الحكومة علي
إنهاء سياستها في عدم التسامح مع حالات التحول من الإسلام إلي المسيحية أو اعتناق
البهائية، وإعطاء المصريين حرية تحديد ديانتهم في الوثائق الرسمية.
قال حسام بهجت، مدير المبادرة المصرية للحقوق
الشخصية: «الحكومة تستخدم الشريعة لكي تعفي نفسها من مسؤوليتها القانونية
والدستورية أمام مواطنيها، وهي بذلك تسيء إلي الشريعة الإسلامية حين تضعها في موقف
التعارض مع قيم إنسانية أساسية مثل العدل والمساواة والحرية».
وأضاف: «قضيتنا التي نثيرها اليوم ليست تعارض
الشريعة الإسلامية مع القانون الدولي، ولكن قضيتنا هي إساءة الحكومة استخدام
الشريعة الإسلامية من أجل عدم الالتزام بتنفيذ القانون».

حول تصريحات العريان عن الاعتراف
بإسرائيل

لاتزال تصريحات الدكتور عصام العريان، عضو المكتب
السياسي لجماعة الإخوان المسلمين، حول الاعتراف بإسرائيل ومعاهدة كامب ديفيد، تثير
جدلا واسعا، فقد اختلف محللون سياسيون في تحليلهم لتصريحات الإخوان بهذا الشأن،
ففي حين رأي البعض أن الهدف منها إرسال رسالة للأمريكيين، رأي الدكتور رفعت السعيد
أنها تعكس خللا في مواقف الجماعة وارتباكا في القيادة.
فسر ضياء رشوان رئيس، وحدة النظم بمركز الأهرام
للدراسات السياسية والاستراتيجية التصريحات بأنها علامة صحة، ودليل علي وجود حوار
داخل الجماعة، بينما شن عصام سلطان المحامي والقيادي بحزب الوسط المنشق عن الإخوان
هجوما علي الجماعة ووصف تصريحات الجماعة بهذا الشأن بأنها خروج علي الثوابت
الشرعية والوطنية.
وقال سلطان وهو أحد قيادات حزب الوسط: إن تصريحات
العريان وتعقيب عبدالحليم الغزالي المستشار السياسي للمرشد العام الذي قال فيها إن
مسألة الاعتراف سابقة لأوانها، أنها سابقة خطيرة لأن مبدأ الاعتراف بإسرائيل يخالف
الثوابت الشرعية والوطنية، حتي الدكتور عبدالحميد لم ينف لكنه «جه يكحلها عماها»،
وأثبت ما قاله العريان لأنه قال إن مسألة الاعتراف سابقة لأوانها، ومعني ذلك أن
الاعتراف آت لا محالة وهو كلام أخطر من كلام العريان.
وقال: أنا أدين كلا التصريحين ولا أصدق كلام
المرشد الذي قاله في جريدة «الحياة»، لأن ميكانزم العمل داخل الجماعة علي النحو
المعروف للجميع، هو أن من يخطئ تنظيميا يتخذ بشأنه قرار فوري، فما بالك إذا أخطأ
في أمر يخص العقيدة والدين.
وشدد سلطان علي أن تصريح العريان اللاحق في موقع
إسلام أون لاين، والذي يحاول فيه أن يلصق الاعتراف بإسرائيل بحزب الإخوان وليس
بالجماعة، هو أيضا كلام يخالف ثوابت الدين والعقيدة لأنه لا يجوز للحزب أن يغير
موقفه من المعارضة للسلطة فيما يتعلق بالمواقف المبدئية التي تتصل بثوابت الأمة.
و قال: «أعتقد حين قرأت تصريحات العريان الأولي
أنها موقف شخصي أو أنها قد تكون نتيجة احتمال أن يكون العريان قد تناول شيئا في
طعامه في سجن طرة جعله يقول هذا، لكن تصريحات الغزالي أرعبتني وشعرت أن هناك
اتجاها داخل جماعة الإخوان المسلمين لا يخص عصام العريان وحده فيما يخص قضية
الإعتراف بإسرائيل».
وأشار سلطان إلي أنه اتصل بالدكتور رفيق حبيب أحد
أعضاء اللجنة التي وضعت برنامج الإخوان فنفي بشدة أن يكون برنامج الإخوان قد تتطرق
إلي هذا بل إن البرنامج تمسك بدولة فلسطين التاريخية ويرفض فكرة قيام دولتين.
وقال عصام سلطان إن لديه احتمالين لما حدث، الأول
هو أن الإخوان يرسلون رسالة إلي الأمريكيين، حيث إن العريان اختار جريدة الحياة
التي يهتم بقراءتها الأجانب في مصر ولا توزع إلا عددا محدودا علي النخبة، وصرح
بهذا التصريح في أيام العيد الذي يكون الناس خلاله مشغولين... فبالتالي يصل الأمر
إلي من يريده العريان ولا يقرأه من لا يريد العريان ألا يقرأه.
وأشار إلي أن الموقف الذي تسببت فيه تصريحات
العريان يشكل أزمة عنيفة داخل الجماعة، لأنه في الماضي حين كان المرشد الحالي أو
السابق أو الأسبق لا يوفقون في تصريحاتهم، كان الناس يقولون لو كان العريان هو
الذي يصرح لكان أفضل لكن الآن لم يعد حتي العريان قادرا علي القيام بهذا الدور.
وقال: أعتقد أن هذه التصريحات ستحدث زلزالا داخل
الجماعة وليس شقاقا لأن قواعد الإخوان تربوا علي خلاف هذه التصريحات تماما، الاعتراف
بإسرائيل لدي الإخوان المسلمين الصادقين هي مسألة دين وعقيدة وحلال وحرام ولا يجوز
الإقتراب منها ولا حتي علي سبيل التلميح ولا المناورة ولا التكتيك، وبالتالي فمن
وقع فيها فقد وقع في الحرام.
وأضاف: النموذج الذي يعجب به الدكتور العريان هو
نموذج دولة قطر التي تفتح مكاتب تجارية لديها لإسرائيل وبينها وبين إسرائيل
معاهدات تجارية وفي نفس الوقت لا توجد معاملات دبلوماسية.
وتابع: في تصوري أن النموذج الذي تربي عليه شباب
الإخوان ليس نموذج دولة قطر وأن حسن البنا حين حدد أهداف الإخوان ومن بينها إقامة
الدولة الإسلامية لم يقصد دولة قطر.
و أكد الدكتور رفعت السعيد، رئيس حزب التجمع، أن
هناك ظاهرة جديدة تعكسها مثل هذه التصريحات، وهي أن هناك حالة من التخبط. وقال:
كان الإخوان دائما يراكمون المواقف حتي المتناقض منها، الآن هناك حالة من الإرتباك
الفكري الحقيقي الذي يطفح بين الحين والأخر.
ودلل علي ذلك بالتصريح الأخير للدكتور محمد حبيب،
نائب المرشد العام، حين أكد أن الجماعة أخطأت في صياغة الجزء المتعلق باللجنة
المرجعية، وأشار إلي أنه كان من الأفضل أن يكون رأيها استشاريا وليس إلزاميا.
وأشار إلي أنه فيما يتعلق بالموقف من إسرائيل
فالإخوان يعانون من حالة إرتباك تعبر عن ضعف القيادة وخلل في التركيبة القيادية
ربما بسبب غياب الشخصيات الأقوي المقبوض عليهم. إلا أن السعيد يري أنه من المستبعد
أن يكون رأي العريان معبرا عن موقف الجماعة وقال: لا أعتقد أنهم يمكن أن يجازفوا
بمثل هذا الموقف في الوضع الراهن إلا إذا كانت تريد أن تتقرب بهذا الموقف من
أمريكا.
و قال ضياء رشوان رئيس وحدة النظم بمركز الإهرام
للدراسات السياسية والاستراتيجية: لا أستطيع القول أن هناك تيارا داخل الإخوان
يؤيد رأي العريان، لأن كل القيادات المعروفة ترفض رأي العريان، والقيادات عموما
ليست مع هذا الرأي وأشك أن القواعد تكون معه لأنها تكون عادة أقل مرونة من
القيادات.
وأكد أن رأي العريان لا يعتمد عليه في تمثيل جماعة
الإخوان رافضا فكرة أن تكون هناك أهداف غير معلنة لتصريحات العريان بهدف إرسال
رسائل لجهات معينة.
و قال: نعرف أن رأي الجماعات السياسية في قضية
أساسية لا يؤخذ من رأي فرد إلا إذا كان مسؤولا ونعرف أن العريان لا يحتل موقعا
مسؤولا داخل الجماعة فهو ليس عضوا في مكتب الإرشاد بل هو مجرد عضو في اللجنة
السياسية.
وقال إن رأي الإخوان واضح في الوثائق التي تعبر عن
إجماعهم سواء في مبادرة الإصلاح (٢٠٠٤) والبرنامج الانتخابي لمجلس الشعب (٢٠٠٥)
والبرنامج العام الذي صدر مؤخرا، مشيرا إلي أن الموقف من إسرائيل في هذه الوثائق
واضح وهو طرح الموقف من معاهدة كامب ديفيد للاستفتاء.
وأكد أنه إذا كانت هناك رسائل فهي ستكون لثلاث
جهات وهي الولايات المتحدة والنظام المصري وإسرائيل، وهذه الأطراف ليست «عبط»، حتي
يعتقدوا أن برنامج الإخوان هو رأي عصام العريان لأنهم يعرفون جيدا أنه لا يمثلها.
قال: السياق الدولي الحالي غير موات لأن يطرح
الإخوان مناورات، وإذا كانت مشاكل حماس الرئيسية ـ وهي تعتبر فرعا للإخوان ـ جاءت
نتيجة عدم الاعتراف بإسرائيل، فكيف نتصور أن الجماعة الأساسية في مصر تسعي إلي ذلك
...هي في حل من ذلك، لا شئ يجبرها علي اتخاذ موقف هو جوهري بالنسبة لها... ما هو
الثمن؟!
وأشار رشوان إلي أن هناك تباينا في المواقف بين
فروع الإخوان المختلفة سواء في العراق أو الأردن ومصر لكن الذي يجمع الإخوان في
العالم كله هو الموقف في إسرائيل.
وأكد أن موقف الإخوان من إسرائيل لا يعني أنهم
سيعلنون الحرب عليها بمجرد وصولهم السلطة، كما يصور النظام الحاكم، كأن هناك
بديلين أمام إسرائيل إما الحرب وإما المعاهدة. وقال «إسرائيل لم تلغ المعاهدة وفي
نفس الوقت مستمرة في التنكيد علينا. لكننا ندير الملف عن طريق بيروقراطية تدير
دولة بدون أي إبداع».
و أضاف: الإخوان يستطيعون التنكيد علي إسرائيل
بعشرين طريقة دون أن يعلنوا الحرب، فهناك وسائل أخري مثل استخدام القانون الدولي
وسحب السفير...
وأكد رشوان أن الحوار الذي يحدث داخل جماعة
الإخوان المسلمين يعطي فكرة أن الجماعة ليست هي الكيان الجامد الذي يقوم علي السمع
والطاعة ، وإنما هناك حوار واختلاف في الأراء «يا ريت الحزب الحاكم يتعلم منهم».


سامح فوزي
يخوض انتخابات الصحفيين ويرفض تصنيفه «قبطياً»

أعلن الصحفي والباحث سامح فوزي عن ترشيح نفسه
لانتخابات مجلس نقابة الصحفيين، المقرر إجراؤها يوم ١٧ نوفمبر المقبل، في قائمة
تحت سن ١٥، قال فوزي لـ«المصري اليوم»: لا أطرح نفسي بصفتي مرشحا قبطيا وأشعر بعدم
الارتياح عندما يطاردني هذا التصنيف، ليس فقط في مسألة الترشيح، ولكن بصفة عامة في
مجتمع يرفض في خطابه المتكرر التصنيف الديني، وفي الوقت نفسه يستبدل التصنيف
السياسي والفكري بالتصنيف الديني.
وأكد فوزي أنه يطرح نفسه باعتباره مرشحا مستقلا،
مشيرا إلي أن هذا سيكون متسقا مع عدم انتمائه لأي حزب أو جماعة سياسية، وألمح إلي
أنه سينسق مع المرشحين المتفقين معه في وجهات النظر.
وأكد فوزي أن الفكرة الأساسية لبرنامجه الانتخابي
هي وحدة النقابة في إطار التنوع، وقال: «إن أشد ما يهدد الجماعة الصحفية هو أن
تفقد رأس مالها، المتمثل في قيم التضامن المهني واحترام الاختلاف والحوار الديمقراطي».
وطالب فوزي الجماعة الصحفية بأن تتضامن لإلغاء العقوبات السالبة للحريات في قضايا
النشر. وحول ما إذا كان يتوقع مساندة الإخوان قال: «هذا السؤال يوجه لهم في المقام
الأول.
من ناحية أخري، أعرب محمد عبدالقدوس مقرر لجنة
الحريات بنقابة الصحفيين عن دعمه ترشيح سامح فوزي لعضوية مجلس النقابة، وقال إنه
سيسعي للحصول علي تأييد الصحفيين من الإخوان والتيار الإسلامي.
يذكر أنه منذ تأسيس نقابة الصحفيين عام ١٩٤١، تمكن
٤ أقباط فقط هم صادق سلامة ثم سعيد سنبل، وسعد زغلول فؤاد، وفليب جلاب، إضافة إلي
٤ آخرين من الصحفيين الشوام، من النجاح في انتخابات مجلس النقابة.


حصار
المصريين مستمر للعام الرابع في جاردن سيتي لحماية السفارة الأمريكية

في مقابل الإجراءت الأمريكية المتعسفة، ضد مندوب
مصرفي الأمم المتحدة وضد المواطنين العاديين الراغبين في دخول الولايات المتحدة
تواصل وزارة الداخلية حصارها لحي كامل وسط القاهرة بدعاوي حماية السفارة الأمريكية
وتحولت شوارع منطقة جاردن سيتي ومحالها ومطاعمها المطلة علي السفارة الأمريكية
لمنطقة أشباح للعام الرابع علي التوالي، يذكر أن إجراءات إغلاق نصف جاردن سيتي تمت
مع بداية الغزو الأمريكي للعراق عام ٢٠٠٣.
والشوارع المغلقة هي: توفيق دياب وكمال الدين صلاح
وإيزيس وأوزوريس والشمس ولاظوغلي فيما تأثرت الحركة المرورية الموازية لمناطق
المنيرة والسيدة زينب، حيث كانت السيارات تمر من قبل من شارع كمال الدين صلاح عبر
شارع قصر العيني متجهة إلي شارع مجلس الأمة، غير أن هذا الشارع قد أغلق ولا يسمح
بالمرور فيه إلا لسكان المنطقة.
ويقول أحد أصحاب المحال المجاورة للسفارة
الأمريكية إن كثيراً من المحال اضطر للإغلاق، بسبب التضييق، الذي حدث عليهم بعد
هذه الإجراءات.
ويعطي مثالاً بأسماء الشركات التي أغلقت مكاتبها
بالمنطقة، كما يشير إلي أحد المحال المجاورة له، قائلاً: هذا المحل مغلق منذ فترة
كبيرة وكان أصحابه يريدون بيعه بـ مليون ونصف المليون جنيه قبل أن تغلق المنطقة،
إلا أنهم لا يجدون له مشترياً الآن حتي بنصف مليون جنيه.
وذكر أن السفارة الأمريكية أرسلت خطابات إلي بعض
السكان وأصحاب المحال في المنطقة، تدعوهم للقاء السفير الأمريكي لبحث الأمر،
مشيراً إلي أن السفير أكد لهم خلال اللقاء أن تلك الإجراءات الأمنية مؤقتة ومتخذة
من قبل أجهزة الأمن المصري.
ويقول صاحب محل آخر: إن المحال التي تمكنت من
البقاء هي التي تعتمد علي خدمة توصيل الطلبات للمنازل، والصيدليات التي لديها
تعاقد مع التأمين الصحي، أما فيما عدا ذلك فقد أغلق أو يحاول البقاء رغم الخسائر.
وخلال إحدي جولاتنا السابقة بالمنطقة منعنا الأمن من العبور من شارع إيزيس، وحين
أكملنا السير في شارع الكورنيش منعنا أحد أفراد الأمن من السير علي الرصيف المجاور
للسفارة البريطانية،
وطلب منا ومن المارة عبور الشارع والسير علي
الرصيف المقابل، فقلت له إن عبور الشارع في هذه المنطقة خطر، حيث لا يوجد إشارات
مرورية والسيارات مسرعة، إلا أنه أصر علي موقفه، معللاً ذلك بأن هذه تعليمات لا
يستطيع مخالفتها.
أما من المفارقة في هذا الأمر فجاءت من أن السفير
المصري بأمريكا نبيل إسماعيل فهمي يسكن في عمارة إيزيس الملاصقة للسفارة الأمريكية
مباشرة، إلا أنه حسب قول حارس العمارة لا يأتي كثيراً منذ أن انتقل للعمل بالسفارة
المصرية بالولايات المتحدة.
ويختلف بواب عمارة «إيزيس» الذي كان يطالع «المصري
اليوم» وقت أن التقيناه مع الرأي السابق، ويقول: الإجراءات الأمنية المشددة قد
تكون قد ضايقت أصحاب المحال التجارية والشركات والبازارات والمكاتب السياحية، إلا
أن السكان أقل معاناة، بل إن البعض جاء ليسكن في المنطقة المغلقة بجاردن سيتي بسبب
الإجراءات الأمنية المكثفة التي تعطيهم الشعور بالأمان.
ومن جانبه، يلقي الخبير الأمني اللواء محمود قطري
باللوم علي جهاز الأمن المصري فيما يتعلق بشوارع جاردن سيتي، قائلاً: العيب هو في
الفلسفة والفكر الشرطي الذي يعتمد علي ميكانيكية الأداء أي التضحية بحقوق الآخرين
والأخذ بالأحوط بدلاً من العمل بالأساليب الحديثة في الفكر الأمني.
ويضيف قطري: لدينا عقدة الخواجة مع إحساس جهاز
الشرطة بجبروته وسيطرته، خاصة إذا كان الأمر يتعلق بحماية سفارة مهمة فتتم التضحية
بما هو أقل من ذلك ـ من وجهة نظرهم ـ وهو حق المواطنين في استخدام هذه الشوارع.
ويؤكد قطري أن الإجراءات الأمنية المتخذة هي
إجراءات مبالغ فيها، ويمكن الاستعاضة عنها بأساليب أمنية أخري، تؤدي نفس الغرض ولا
تهين كرامة المواطن المصري، ويقول إن «حكومتنا تريد إظهار حب مبالغ فيه لأمريكا»
علي حد قوله.



«الاشتراكيون» يحتفلون بانتصار عمال المحلة..
ويدعون لتكوين حزب «العمال»

احتفل «الاشتراكيون» أمس الأول، بانتصار عمال
المحلة في معركتهم للحصول علي حقوقهم، خلال لقاء احتفالي نظمه مركز الدراسات
الاشتراكية بحضور قيادات عمالية من المحلة وعدد من المصانع الأخري.
وطرح الحضور خلال الندوة تكوين حزب العمال للدفاع
عن حقوق ومكتسبات العمال.
ودعا مصطفي نايت، القيادي العمالي بمصنع الحديد
والصلب إلي تجمع عمالي دفاعاً عن حقوقهم، وقال: «يمكن أن نبدأ بتأسيس لجنة للدفاع
عن حقوق العمال، ممثلة من مختلف المصانع، علي أن تتحول إلي حزب سياسي».
وأضاف نايت: إن مصنع الحديد والصلب شهد خلال
الأيام القليلة الماضية، تهديد ١٥٠٠ عامل بالإضراب إذا لم تستجب إدارة المصنع
لمطالبهم، واستجابت الجمعية العمومية لمطالب العمال خلال اجتماعها الثلاثاء
الماضي.
وأشار الصحفي والباحث هشام فؤاد، إلي أن انتصار
عمال المحلة أعطي بارقة أمل للحركة السياسية في وقت استطاع فيه النظام أن يلوي
ذراع الجميع، وأثبت اعتصام المحلة أن هناك قوة اجتماعية صاعدة وسط العمال
والفلاحين لمواجهة حكومة رأس المال.
وأكد القيادي العمالي سيد حبيب، أحد قادة عمال
المحلة، أنه رغم وجود مواد بالقانون تعاقب العمال في حالة الإضراب، فقد كسرت إرادة
العمال هذه المواد ولم تمنعنا أي عقوبات من أن ندافع عن لقمة عيش حرة لأبنائنا.
وقال ناجي رشاد، القيادي العمالي بشركة المطاحن،
إن عمال الشركة نجحوا في الحصول علي نسبة أعلي من الأرباح، بعد تحقيق نسبة أرباح
أكبر، حيث حصلوا علي ٩ أشهر مكافأة بدلاً من ٦ أشهر.
ودعا محمد الأشقر، الناشط بحركة كفاية، العمال ألا
يخافوا من ضغوط الحكومة عليهم، ونشر الشائعات بأن عمال المحلة ينسقون مع الإخوان
أو الأحزاب السياسية بغرض إرهابهم، مطالباً بتشكيل نقابة عمال موازية بدلاً من
النقابة الحالية المخترقة من الحكومة.
وأشار عمال المحلة بالدور الذي لعبته الصحافة
المستقلة، وأنها كانت أحد أسباب نجاح الإضراب من خلال نشر الأخبار دون تزييف كما
تفعل الصحف الحكومية، واختتم اللقاء بأمسية فنية وعرض صور ومقاطع فيديو لاعتصام
عمال المحلة.

شن جمال فهمي رئيس لجنة الشؤون العربية بنقابة
الصحفيين هجوماً حاداً علي مكرم محمد أحمد المرشح لمنصب نقيب الصحفيين علي خلفية
الحوار الذي أجرته معه «المصري اليوم» ونشر علي حلقتين، اتهم فيه مكرم المجلس
الحالي بالغوغائية. كشف جمال فهمي عن ما وصفه بـ«تيار الاستقلال النقابي» إنه يعد
لترشيح أحد الصحفيين الكبار أمام مكرم، فيما أرسل يحيي قلاش سكرتير عام النقابة
خطاباً لـ«المصري اليوم» يوضح فيه أن النقابة لم تعارض دخول المستشار الإعلامي
الأمريكي النقابة لحضور ندوة من منطلق حق أعضاء النقابة الداعيين له في تنظيم
أنشطة مهنية بالنقابة.
قال فهمي لـ«المصري اليوم» أبشر الأستاذ مكرم بأنه
سيواجه معركة بالغة الصعوبة، وإذا كان مطمئناً لنجاحه أرجوه ألا يطمئن».
وأكد فهمي علي أن «تيار الاستقلال» سيكون لديه
مرشح أمام أحمد الذي وصفه بأنه مرشح الحكومة، وذلك لمحاولة تأميم النقابة لصالح
الأجهزة، وتحويلها من نقابة رأي لمركز شرطة.
وكشف فهمي عن أن هناك حواراً لترشيح أحد الصحفيين
الذين يحافظون للنقابة علي استقلالها، مشيراً إلي أنه من بين الأسماء التي يجري
الحديث لترشيح أحدها: سلامة أحمد سلامة وصلاح الدين حافظ ومجدي مهنا ويحيي قلاش
ورجاء النقاش.
وقال «الأستاذ مكرم طوال الوقت ظهير للحكومة، الذي
ينشر فرقاً لملاحقة الصحفيين في المحاكم، ويسعي لتكميم أفواه الصحفيين» وتساءل
فهمي: ماذا فعل النقيب السابق ضد حبس الصحفيين؟! هو يقول إنه ضد حبس الصحفيين،
والحكومة تقول هذا أيضاً في الوقت الذي تصدر فيه أحكاماً بحبس الصحفيين، ليقل لنا
ماذا فعل النقيب السابق مرشح الحكومة، ونحن نقول ماذا فعلنا.
وتابع فهمي: الأستاذ مكرم يمثل ميليشيات الحكومة،
ولا أعرف كيف سيواجه الجماعة الصحفية، ويطرح نفسه باعتباره مرشحاً لمنصب نقيب
الصحفيين في الوقت الذي تجتاح الحكومة التي يمثلها الصحفيين.
وأكد فهمي أن حديث الأستاذ مكرم حول قيام وكيل
نقابة الصحفيين وسكرتيرها العام بمنع الملحق الإعلامي هو كلام لا أساس له من
الصحة، ولابالنقابة التي يمثلها.
وقال «من منطلق أنه لا أحد ينبغي أن يزايد علي
وطنية أي زميل في النقابة وحريته في أن يستضيف أي ضيف أجنبي ما عدا الإسرائيليين
فقد دافعنا في النقابة عن حق هؤلاء الصحفيين في أن يعقدوا ندوتهم ويستضيفوا الرجل
في لقاء مهني، إلا أن الضيف الأمريكي اعتذر ولو لم يكن قد فعل لكنا قد تصدينا أنا
والزميل يحيي قلاش لمن أرادوا منعه ـ وذلك بالرغم من اختلافنا مع سياسة دولته
ولكننا في ذات الوقت نحافظ علي شرعية نقابة الصحفيين.
ولفت فهمي إلي أن الذي وقف لمنع الضيف من الدخول
هو مصطفي بكري، رئيس تحرير الأسبوع، والذي أعلن من علي سلم نقابة الصحفيين أنه
سيمنع دخول الضيف ولو بالقوة، وأبدي فهمي دهشته من التحالف بين بكري وبين مكرم
محمد أحمد، وقال: «يبدوا أن عباية الحكومة قد وحدت بين من يصدع رؤوسنا عن مقاومته
للتطبيع، وآخر يدافع عن التطبيع».
وأضاف: إذا استمر هذا التشويه المتعمد فسنرد بقوة
وسنكشف كل الحقائق.
من جانبه وصف يحيي قلاش، سكرتير عام نقابة
الصحفيين حديث مكرم محمد أحمد عن منع السكرتير الصحفي الأمريكي بأنه تزييف
للحقائق، وأوضح في صورة من خطاب كان قد أرسله للكاتب الصحفي محمد الشبه رئيس تحرير
جريدة «نهضة مصر».
أرسل نسخة منه لـ «المصري اليوم» أن الضجة التي
أثيرت حول الندوة التي دعت إليها رابطة المحررين الدبلوماسيين لم تعارضها أو
ترفضها النقابة من منطلق أن الزملاء يقومون بعملها بتنسيق مع لجنة الشؤون العربية.
مشيراً إلي أن الضجة التي أثيرت حول اللقاء كان
سببها محمد عبدالقدوس، مقرر لجنة الحريات، والذي أبدي رأياً شخصياً في الموضوع
تبناه مصطفي بكري، رئيس تحرير الأسبوع، والذي حضر إلي النقابة بصحبة عدد من صحفيي
الأسبوع للاحتجاج، مشيراً إلي أن المسؤول الإعلامي الأمريكي اعتذر عن عدم الحضور
بسبب الضجة التي أثيرت حول اللقاء، وأنه لا يريد أن يتسبب في مشاكل بين الزملاء في
النقابة.
وقال قلاش في خطابه «أعتبر المعالجة التي اتبعها
الزميلان عبدالقدوس وبكري لهذا الموضوع سابقة خطيرة في الأسلوب والطريقة، وأننا
يجب أن نعلن رفضنا لاعتمادها، وأننا إذا كنا نمارس الخلاف لأبعد مدي، فإنه يجب ألا
يكون علي طريقة «أنا ما أراه وليس لغيري غيره، خاصة أن موقف النقابة من السياسة
الأمريكية معروف، ولا يمكن أن يكون محل مزايدة».

تكثف مباحث سوهاج جهودها لكشف غموض مقتل مسيحيين
أطلق عليهما مجهول أعيرة نارية أثناء عملهما في الحقل، وتسلمت الأسرة الجثتين
وشيعت الجنازة إلا أنهم رفضوا تلقي العذاء الأمر الذي أحدث توترا داخل القرية خوفا
من نشوب فتنة طائفية. أكدت التحريات أن المجني عليهما وصفي صادق إسحق وابن شقيقه
كرم كانا يحصدان محصول الذرة، وفوجئا بإطلاق أعيرة نارية تجاههما أصيب الأول بطلق
ناري في الرأس ولفظ أنفاسه الأخيرة في الحال، وأصيب الثاني بطلقة في الصدر،
ورحل عن الحياة بعد ساعات من وصوله إلي المستشفي
وأكد أفراد أسرة الضحيتين أن رجال المباحث سألوا الضحية الثاني قبل وفاته عما إذا
كان شاهد أحد من الجناة، فأجاب بالنفي. وقال القس سوريال راعي كنيسة مارجرجس بقرية
أولاد طوق، وقري المجني عليهما، إنه منذ وقوع الجريمة والقرية تمر بحالة احتقان
تخوفا من وقوع فتنة طائفية بسبب تلك الحادثة.

نجم يتعافي من وعكة صحية طارئة ويأمل الخروج للمشاركة في اليوم العالمي

أكد الدكتور حسن شرشر، الطبيب الخاص بالشاعر
الكبير أحمد فؤاد نجم «٧٨ عاما»، أن نجم تعافي من وعكة صحية ألمت به ونقل علي
إثرها مساء أمس الأول الأربعاء إلي قسم المخ والأعصاب بمستشفي السلام الدولي،
للاشتباه في إصابته بجلطة في المخ أدت إلي فقدانه الوعي. وقال إن نجم أصيب بارتفاع
شديد في ضغط الدم، مما أدي إلي شعوره بدوخة شديدة، جعلته يواصل النوم علي غير
العادة في شبه غيبوبة، مشيرا إلي أن «عم أحمد بطبيعته مهمل في العلاج وفي الاعتناء
بصحته، ويحتاج إلي تنظيم في الأكل والدواء».
وأكد شرشر أن الفحص الطبي لنجم لم يظهر إصابته
بأمراض أخري خطيرة بخلاف الارتفاع في ضغط الدم، وأنه سيمارس نشاطه بشكل طبيعي عقب
خروجه من المستشفي.
من جانبه، قال الناشر محمد هاشم صديق نجم إنه تلقي
اتصالا هاتفيا أمس الأول الأربعاء من أسرة نجم، حيث كانوا قلقين من أن يكون قد
أصيب بجلطة في المخ، بعد أن استيقظ يوم الأربعاء ولسانه ثقيل، ثم راح في نوم عميق،
جعل الأسرة تخشي أن يكون في غيبوبة، فقامت بالاتصال بصديق نجم وطبيبه الدكتور حسن
شرشر، الذي قام بنقله علي الفور إلي مستشفي السلام الدولي. وأعرب هاشم عن أمله في
أن تتحسن حالة نجم الصحية للمشاركة في اليوم العالمي لمكافحة الفقر يوم ١٧ أكتوبر
المقبل، باعتباره سفير الأمم المتحدة للفقراء في المنطقة العربية.



الأمن حوّل
سلم نقابة الصحفيين إلي «معتقل» أثناء مظاهرة ضد الحبس

حوّلت قوات الأمن سلم نقابة الصحفيين إلي معتقل
احتجزت علي درجاته قرابة ٣٠٠ ناشط من حركة «كفاية» لمدة ٤ ساعات، ومنعت خروجهم
أثناء أو بعد المظاهرة التي بدأوها في الساعة التاسعة من مساء أمس الأول للتضامن
مع الصحفيين الذين يواجهون عقوبة الحبس في قضايا نشر، وفشلت جميع المحاولات لإقناع
ضباط الأمن بالسماح لبعض الناشطين بالمرور سواء عن طريق التوسل أومحاولة كسر حاجز
جنود الأمن المركزي الذين حاصروا النقابة.
وانتشرت تشكيلات من جنود الأمن المركزي - في أزياء
مدنية - بميدان طلعت حرب حيث كان مقررا أن تقام المظاهرة ومنعت بالقوة المتظاهرين
الذين بدأوا في التوافد، وأشارت عليهم بالذهاب إلي سلم نقابة الصحفيين لكونه
المكان الوحيد الذي سمح فيه بالتجمع .
ولم يتمكن من البقاء في بميدان طلعت حرب سوي أعضاء
حزب الغد الذين وقفوا في شرفة الحزب مرددين هتافات عبر مكبر الصوت جذبت بعض المارة
بالميدان، إلا أن قوات الأمن طلبت منهم المغادرة .
وقامت قوات الأمن بالقبض علي ٦ أشخاص، أكد كمال
خليل - القيادي في «كفاية» - أنهم نقلوا إلي معسكر الأمن المركزي بالتجمع الخامس
ومنهم جانوشربل، ماهر عبد الرحمن، علي عبد الحميد مجدي، محمد صفوت.
واعتبرت قيادات من كفاية أن مظاهرة أمس الأول جاءت
لتدشين مرحلة نضال جديدة من أجل توسيع هامش الحرية الذي تريد الحكومة القضاء عليه
بقمع الصحفيين مؤكدة أن هناك تحركات من المتوقع أن تشهدها الأيام القليلة المقبلة
للم شمل «كفاية» والحفاظ علي المكتسبات التي حققتها في مجال حرية التعبير
والتظاهر.
وخلال المظاهرة أعرب المتظاهرون عن تضامنهم مع
الصحفيين الذين صدرت ضدهم أحكام بالحبس، وأيضاً مع عمال غزل المحلة، مرددين هتافات
منها «الله الله الله شدي حيلك يا محلة»، و«نفس الصوت اللي في حلوان بيقول شدي
حيلك يا محلة»، ورفعوا لافتة مدوناً عليها «عشنا وشفنا دوائر محاكم حزبية».
وقال الدكتور عبد الوهاب المسيري المنسق العام
لحركة «كفاية»: ما يحدث الآن من قمع للحريات هومحاولة لتنقية الأجواء لعملية
التوريث وتخويف الأصوات المعارضة، لكن القائمين علي هذه المحاولات لن ينجحوا في
ذلك، وستستمر «كفاية» في المواجهة رغم كل ما يلجأ إليه النظام من بطش .
وأعرب جورج اسحق «المنسق العام السابق لحركة
كفاية» عن أمله في أن تأتي التحركات التي يقوم بها النظام بنتيجة عكسية تساهم في
تدشين مرحلة جديدة للحركة الوطنية المطالبة بالإصلاح الديمقراطي من جديد، مشيرا
إلي أن مرحلة السكون الماضية كانت لالتقاط الأنفاس وأن المرحلة المقبلة ستكون أقوي
لأن هناك كوادر تكونت خلال المرحلة السابقة قادرة علي التحرك السياسي، إضافة إلي
انتقال موجة التظاهر السلمي إلي رجل الشارع العادي.
وقال الدكتور عبد الحليم قنديل «المتحدث باسم
الحركة» إن كفاية ستنظم مظاهرة أسبوعية من أجل حرية الصحافة، مشيراً إلي أن تحريك
النظام لكل هذا العدد الهائل من القوات لمواجهة نفر قليل من المتظاهرين المسالمين
يعكس مدي ذعره من شرارة الثورة الشعبية التي يمكن أن تقوم ضده إذا خفف قبضته
الأمنية .
ووصف قنديل الأحكام الصادرة ضد الصحفيين بأنها
أوامر اعتقال وليست أحكاما قضائية، مضيفاً «إن التعديلات الدستورية كان الهدف منها
قمع الحركات السياسية، خاصة أن المرحلة الحالية عنوانها في سجلات الأمن هو إنهاء
التمرد الصحفي».

لـ«المصرى اليوم»: الحكومة تعد مشروع قانون حرية تداول المعلومات حالياً

تعد الحكومة حالياً لمشروع قانون جديد حول حرية
تداول المعلومات، تمهيداً لتقديمه إلي مجلس الشعب خلال الدورة البرلمانية المقبلة.
أعلن ذلك الدكتور مفيد شهاب، وزير الدولة للشؤون
القانونية والمجالس النيابية، وقال في تصريحات خاصة لـ«المصري اليوم» إن هذا
المشروع يأتي في إطار برنامج الرئيس الانتخابي، مؤكداً أن حرية تداول المعلومات
والبيانات جزء مهم من منظومة حرية الرأي والتعبير والصحافة.
وأضاف أن وزارة الاتصالات هي التي تقوم بوضع
المقترح الأولي للمشروع، قبل أن تحيله إلي الحكومة لدراسته وإعداده في صورته
النهائية وإحالته إلي مجلس الشعب.
وقال: «هناك إحساس بأهمية أن تكون هناك حرية
لتداول المعلومات بصفة عامة وللصحفيين بصفة خاصة مما يسهل العمل الإعلامي».
وحول ما إذا كانت هناك نية لدي الحكومة لإصدار
قانون لمكافحة الشائعات قال شهاب: «ليس في الأجندة التشريعية للحكومة مثل هذا
المشروع باعتبار أن قانون العقوبات، فيه ما يؤثم هذه الأفعال، وإنما إذا طرح أحد
النواب اقتراحاً فالحكومة ستدرسه، وإذا تبين من الدراسة أنه يحقق الصالح العام
سنتعاطف معه». وأوضح أن مكافحة الشائعات لا تتعلق بتشريعات فقط بقدر ما تتعلق بأن
يكون هناك توضيح للحقائق، من خلال تعاون مؤسسات الدولة والمجتمع المدني.
وقال: «إذا كان البعد التشريعي مهم، فالأهم هو نشر
الوعي لدي الناس والتزام الجميع بالتدقيق فيما يذكرونه من معلومات». من جانبه قال
يحيي قلاش، سكرتير عام نقابة الصحفيين، إن النقابة بصدد دعوة لجنة من بعض
القانونيين لإعداد تصور موازٍ لمشروع قانون تداول المعلومات، مشيراً إلي أن جلال
عارف نقيب الصحفيين ذكر خلال اجتماع لجنة إدارة الأزمات الأربعاء الماضي أنه دعا
اللجنة القانونية أن تعد تصوراً للمشروع
. كما دار حوار حول هذا الأمر خلال العام الماضي
بين نقيب الصحفيين والدكتور مفيد شهاب وتم الاتفاق علي أن يكون للنقابة تصور تطرحه
علي الحكومة في هذا الشأن. وأضاف: خبرتنا مع الدولة تجعلنا نتخوف من انفرادها
بإصدار أي قانون لأنها تتجه إلي تقييد الحرية وليس إطلاقها، لذلك سيكون لدينا تصور
لمشروع محدد نتفاوض به مع الحكومة.
وحول قانون مكافحة الشائعات قال قلاش: «لسنا بحاجة
إلي مثل هذا القانون، لأن قانون العقوبات مليء بالمواد المطاطة المتعلقة بالشائعات
والمواد الكاذبة، وهذه المواد المهجورة هي التي يحاكم الصحفيون الآن علي أساسها».
